On November 18, the Ministry of Construction issued a plan to update the response plan to natural disasters during the preparation and organization of the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term.
The Ministry of Construction requests agencies and units relevant to natural disaster prevention and control (PCTT) tasks to review and update the natural disaster situation and response plans for natural disasters that may occur during the election.
In which, focusing on the following main contents:
Agencies and units according to their functions and tasks related to the field of PCTT have been assigned specific tasks in Decision No. 644/QD-BXD dated May 22, 2025 of the Minister of Construction on promulgating the Plan to respond to natural disasters in 2025 according to the levels of natural disaster risk under the management of the Ministry of Construction:
Review and update response plans to natural disasters according to the bulletin of the National Center for Hydro-Meteorological Forecasting to promptly adjust the plan accordingly, especially ensuring safety for the proposed voting location and safety for people participating in traffic during the election process in accordance with each area and locality.
Prepare forces, vehicles, and materials according to the "four on-site" motto to be ready to respond to major types of natural disasters that may occur in regions (scanes, landslides with mountainous areas; storms, tropical depressions with coastal areas; flooding with plains, low-lying areas, river mouths, coastal areas), especially areas at risk of isolation, areas that have been severely damaged by recent natural disasters.
Develop scenarios to ensure smooth traffic safety to be ready to serve the organization of elections in the event of major natural disasters.

Review the disaster response plan issued in 2025, update and advise on the issuance of disaster response plans in 2026 according to the disaster risk levels under the management of the Ministry of Construction.
Organize a 24/7 duty; closely monitor natural disaster developments to be ready to advise and coordinate with relevant agencies to deploy possible disaster response measures during the preparation and organization of elections to ensure safety for people traveling during the preparation and organization of elections.
