On November 5, the inspection team of the Ministry of Home Affairs - the Government's standing agency for administrative reform - led by Mr. Nguyen Van Hoi, Deputy Minister of Home Affairs, continued to work with the People's Committee of Ca Mau province.
Reporting to the Working Group, the Department of Home Affairs of Ca Mau province said: In the period of 2021-2025, the province has achieved and exceeded 19/23 of the set targets. In the first 9 months of 2025 alone, the province has completed 41 46 tasks.
Regarding personnel work, the leaders of Ca Mau province also frankly acknowledged that there are still shortcomings, limitations, difficulties and problems such as: Although the work of reorganizing the apparatus has been carried out, the quality has not met requirements, and has not been associated with staff streamlining; there is still a situation of acceptance in comments and assessments.

The conversion of the autonomous mechanism for public service units, although there have been positive changes, is still slow, due to the limited proactiveness and self-awareness of many public service units, and the situation of waiting for state support.
There are still cases of civil servants and public employees who are not arranged in accordance with the approved job position plan because the province is in the process of reorganizing the apparatus according to regulations.
Training and fostering work has not been linked to training with the use and standards of civil servants and public employees; some cases still follow the number of training; The spirit and responsibility in the work of a number of cadres and civil servants are not high, and have not proactively performed assigned tasks...

It is known that in the past time, Ca Mau province has successfully resolved policies and regimes according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP, with 2,943 people having decided to retire (of which, 1,371 people retired, 1,572 people quit their jobs), and 1,892 people having received funding. At the same time, the Chairman of the Provincial People's Committee approved the dismissal of 675 non-professional workers at the commune level (of which, 169 people have been approved for funding and 39 people have received payment).
Currently, the number of cadres and civil servants in state administrative agencies and organizations in Ca Mau province is 4,818 people; the number of people working with salaries from the state budget in public service units that have not yet ensured regular spending is 31,976 people; the number of non-professional workers at the commune level is 847 people.
