The Government has just issued Decree No. 170/2025/ND-CP on recruitment, use and management of civil servants on June 30, 2025, which opens up especially important opportunities for the team of members of the pilot project to recruit young volunteer intellectuals, also known as Project 500, working in mountainous communes and areas with special difficulties.
In Section 4, when recruiting civil servants, the Decree clearly stipulates: Members of the pilot project to select young volunteer intellectuals to participate in rural and mountainous development in communes in the period of 2013 - 2020 who are signing labor contracts to work in the commune (before July 1, 2025) will work in that commune from July 1, 2025.
In addition to Project 500 members, the Decree also stipulates many other groups of subjects to be considered for civil service, such as civil servants working at public service units, part-time workers at the commune level, or those recruited to associations assigned by the Party and the State.
As reported by Lao Dong Newspaper, in Quang Tri province (formerly Quang Binh province), there are currently 11/15 Project 500 team members who have not been officially recruited.
These young intellectuals were assigned to work in communes of Minh Hoa, Quang Trach, Bo Trach, Quang Ninh, Le Thuy districts (old), where socio-economic conditions were still very difficult.
A team member said that although they have completed their working time under the Project, many people continue to stay in the locality to contribute, but for many years they have only been under labor contracts and have not been assigned to pay.
Ms. Le Thi Ngoc Ha, one of the team members, shared that since 2015, she was assigned to My Trach commune, Bo Trach district, Quang Binh province (old) to work for many years but has not yet become an official civil servant. "We hope to have a specific recruitment decision to stabilize our lives and feel secure in sticking with the locality," said Ms. Ha.
Up to now (July 2), Ms. Ha has been accepted as an expert in the Economic Department of Bac Trach Commune (Quang Tri Province), the contract project will last until December 31, 2025.
The People's Committee of Quang Binh province (old) said that from 2019 to now, the province has gone through 3 phases of reorganizing commune-level administrative units. In 2025, the merger into the new Quang Tri province and the implementation of a 2-level government model will lead to an increase in the number of redundant civil servants.
The People's Committee of Quang Binh province has reported to the Ministry of Home Affairs about difficulties, recommended considering adding staff and allowing the contract with team members to be maintained while waiting for the apparatus to be reorganized.
