On July 21, Lao Dong Newspaper reporters were present at Hoa Binh Hydropower Reservoir (Ba Cap Port area, Thai Binh Ward, old Hoa Binh City), now in Thong Nhat Ward, Phu Tho Province after the merger from July 1, 2025.
According to records, many boat owners in the Hoa Binh reservoir area have promptly anchored and reinforced their vehicles, while the authorities of communes along the reservoir have urgently deployed a response plan to storm No. 3 (storm WIPHA).

Mr. Long Kieu - a tourist boat owner at Ba Cap port said that currently, moving on the lake is still convenient and has not encountered significant difficulties. sightseeing and resort boat services are still maintained, the lake surface is calm, and tourists can still take the boat normally. However, ship owners are fully equipped with life jackets and life buoys and are absolutely not subjective.
According to Mr. Kieu, storm No. 3 mainly affects coastal areas, when it reaches inland, especially in mountainous areas like Hoa Binh, there is only circulation causing heavy rain. Like the recent thunderstorms on the afternoon of July 19, despite causing heavy rain in the Ba Cap port area, it did not leave any damage to people and property.


In the face of prolonged floods caused by the circulation of storm No. 3, communes along Hoa Binh Lake have activated response plans, closely monitoring weather developments to proactively prevent them.
Speaking to reporters, Ms. Ban Kim Quy - Chairman of the People's Committee of Tien Phong commune (a commune in the Hoa Binh lake area) said: "In order to ensure the safety of people and property of households with vehicles operating on the lake, the People's Committee of the commune has requested to temporarily suspend all activities of boats, rafts and inland waterway vehicles in the commune from 3:00 p.m. on July 21, 2025, until further notice".
According to Ms. Quy, the hamlets in the area have quickly deployed propaganda to people, especially boat owners, households along the lake, aquaculture and fishing workers, requesting the relocation of cages to safe shelters.

With the same proactive spirit, the Tan Mai commune government (a commune in the Hoa Binh lake area) has prepared an early response plan. Mr. Bui Ngoc Dai - Chairman of the Commune People's Committee said: "As soon as we received the notice of storm No. 3, the commune activated the Steering Committee for Natural Disaster Prevention, Control - Search and Rescue and Civil Defense; sent officers on duty 24/24.
The government also coordinated with residential groups and village chiefs to propagate and instruct people to bring vehicles to safe anchorage areas. For households living in areas at risk of landslides and flash floods, the commune requires inspection and review of the surrounding area, timely detection and report of unusual signs".

The storm has not yet made landfall, but the urgent and synchronous intervention of both the government and the people of the Hoa Binh Hydropower Reservoir is contributing to minimizing damage.
As of 11:00 on July 21, the upstream water level of Hoa Binh Lake was at 100.52m; total discharge was 3,836 m3/s. Implementing the instructions of the Minister of Agriculture and Environment, Hoa Binh Hydropower Plant still maintains an open bottom spillway to regulate reservoir water during the flood season.

Given the complicated developments of storm No. 3 and the warning of widespread heavy rain in the coming days, water regulation continues to be implemented cautiously, to ensure safety for downstream areas.
