Commune and ward must immediately start work
Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan has just had a working session with leaders of districts, towns and cities on the preparation of activities of communes and wards after the arrangement.
He requested localities to focus on implementing the dual task, both managing the work of the current district level until the end of operations (ending on June 30), and presiding over the implementation of mergers, organizing new communes and wards, ensuring full conditions for the new government apparatus to operate effectively from July 1.
For the commune and ward levels, the Chairman of the People's Committee of Binh Dinh province suggested that local leaders must carry out two tasks in parallel: Completing work at the current agencies and units, proactively getting acquainted with the new organizational apparatus, grasping the requirements of tasks, and agreeing on operating methods when officially switching to the 2-level government model.
"Regarding personnel work, it is currently only arranged within the scope of the current number of positions. The allocation needs to be done reasonably and harmoniously between Party agencies, authorities, and organizations; especially giving priority to the government sector, especially in complex areas such as socio-economic development, support for people and businesses. We must ensure even allocation, avoiding the situation of concentrating personnel in the center, and shortages in remote areas," Mr. Tuan directed.
New communes and wards need to proactively rearrange public service units to suit the practical conditions of each locality. At the same time, urgently direct the review of all facilities and infrastructure conditions; make the most of existing facilities, proactively repair and supplement essential equipment for operations.
District-level leaders closely coordinate with key cadres at the new commune level to review and specifically assign socio-economic development targets for the last 6 months of the year according to the targets assigned by the province, striving to achieve a growth rate of at least 2 digits.
On that basis, the new communes and wards urgently "receive troops", organize immediate deployment of work, ensure the government apparatus operates smoothly and effectively, without interruption from July 1.
Key officials of new communes and wards are ready to take up the task
As one of the key officials named in the list of expected transfer to take on positions at the new commune level, Mr. Duong Hiep Hoa - Chairman of Van Canh District People's Committee - was assigned by the Standing Committee of Binh Dinh Provincial Party Committee to hold the position of Chairman of the new Canh Vinh Commune People's Committee.
The new Canh Vinh commune was established on the basis of merging 3 communes: Canh Vinh, Canh Hiep and Canh Hien. This is a key area of Van Canh district, converging many development potential thanks to its strategic location, complete connecting infrastructure and especially the presence of Becamex VSIP Binh Dinh Industrial Park.
Sharing about the transfer of cadres this time, Mr. Duong Hiep Hoa said that this is a reasonable step in the process of reorganizing the local government apparatus, in line with the requirements of innovation.
"Personally, I have held many positions such as Vice Chairman of Quy Nhon City People's Committee, Secretary of Dong Da Ward Party Committee, and currently Chairman of Van Canh District People's Committee. Being assigned to be the Chairman of the new Commune People's Committee is not too difficult, as long as the tasks assigned by the Party and the State are well completed," Mr. Hoa expressed.
Also on the list of key officials transferred to the commune level, Mr. Nguyen Thanh Trung - Secretary of the Binh Dinh Provincial Youth Union - is expected to be assigned to hold the position of Secretary of the An Nhon Dong Ward Party Committee.
According to Mr. Trung, this task is a big challenge, but also an honor and opportunity to practice and contribute. "I personally identify that taking on tasks at the commune level is difficult, but it requires great effort to learn, accumulate experience and work with local Party committees and authorities to perform well the assigned tasks," said Mr. Trung.
