The Hoa Lu University construction project was approved for investment and construction in 2007 with a total area of 25 hectares in the old Ninh Binh city (now Hoa Lu ward) with a total investment of over 488 billion VND from the State budget.
The project is invested by Hoa Lu University, however, due to difficulties in capital sources, the project has been suspended and abandoned for more than 15 years.
In 2019, this project was transferred to the Ninh Binh Province Civil and Industrial Construction Investment Project Management Board as the investor.
To ensure basic standards, meet national standards for higher education institutions, and at the same time meet the goals of the Hoa Lu University Development Planning Project for the period 2021 - 2025 and orientation to 2030, the People's Committee of Ninh Binh province has approved the adjustment and supplementation of the Hoa Lu University Construction Project with a scale of 25.2 hectares to 17.3 hectares.
The total investment of the project after adjustment is nearly 770 billion VND (an increase of nearly 300 billion VND compared to before adjustment) from the central budget, national target program capital and Ninh Binh province budget. The project implementation period is until the end of 2025.
Present at the Hoa Lu University Project construction site on November 25, according to the reporter of Lao Dong Newspaper, the project items from infrastructure, lighting, fire prevention and fighting systems, internal roads, fences... have been completed. The landscape and tree system in the school grounds have also been basically completed. The project investor is directing contractors to complete the cleaning to organize the inauguration ceremony and hand it over to Hoa Lu University for management and use.
Speaking to Lao Dong Newspaper, Mr. Tong Duc Long - Deputy Director of the Ninh Binh Province Civil and Industrial Construction Investment Project Management Board said that the Hoa Lu University Construction Project is one of 16 key projects identified by Ninh Binh Province that need to focus on leadership and direction.
The total investment of the project is nearly 770 billion VND, of which the cost of construction and equipment is over 660 billion VND. With the participation of the investor, the construction unit, along with hundreds of technical staff and workers, has worked urgently to date, the project has completed 100% of the construction volume.
"As planned, the inauguration and handover ceremony of the project will be held on December 19" - Mr. Long said.
Mr. Vu Van Truong - Principal of Hoa Lu University said that the school is currently training nearly 3,300 students with 5 faculties and 10 majors. Currently, the school is also preparing procedures to be ready to move to the new facility.
"Currently, the equipment installation package has been bid and the construction unit is implementing it. It is expected that at the beginning of the second semester, it will be moved to a new facility for teaching" - Mr. Truong said.
