Can Tho City People's Committee has just issued a decision on targeted supplementation to the commune and ward budgets to give gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
This decision was issued on the basis of Decision No. 1867/QD-TTg dated August 29, 2025 of the Prime Minister on targeted supplementation from the central budget to the local budget to give gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2. Official dispatch No. 13578/BTC-NSNN dated August 29, 2025 of the Ministry of Finance on guiding the giving of gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2. Submission No. 116/TTr-STC dated August 30, 2025 of the Director of the Department of Finance of Can Tho City.
Accordingly, Can Tho City decided to provide targeted additional funds to the commune and ward budgets with a total amount of more than VND 409 billion from the targeted additional resources of the central budget.
The People's Committees of communes and wards are responsible for organizing the implementation of gift giving and settlement payments according to regulations; At the end of the payment period, report the implementation results to the Department of Finance for synthesis and consultation with the City People's Committee to report to the Ministry of Finance according to regulations.
The gift giving must be completed by September 1, 2025, in case of objective reasons, people will receive gifts after this deadline, but no later than September 15, 2025. The subjects and levels of gifts are implemented according to the provisions of Clauses 1 and 2, Article 1 of Resolution No. 263/2025/NQ-CP.
During the implementation process, if there is a shortage of resources, the People's Committees of communes and wards will proactively use local budget reserves to ensure adequate and timely gift giving to people, then synthesize reports to the Department of Finance to submit to the City People's Committee for supplementary decisions. In case of excess resources, localities will return them to the city budget to return to the central budget.
The process of spending on gifts, accounting and settling expenses is implemented according to the instructions in Official Dispatch No. 13578/BTC-NSNN of the Ministry of Finance. During the implementation process, the People's Committees of communes and wards are responsible for reporting daily spending progress before 4:00 p.m. to the Department of Finance for synthesis and consultation with the City People's Committee to report to competent authorities.
According to records, on August 30, many localities in Can Tho City visited their homes to make statistics and make a list of people receiving gifts. People with level 2 electronic identification accounts on the VNeID application have also logged into the "Social Security" section to register for support.
