On May 17, according to PV's investigation, at the 23rd meeting, the Standing Committee of Cao Bang Provincial Party Committee agreed on the policy of arranging public non-business units in many fields in the spirit of Resolution No. 105/NQ-CP dated April 8, 2026 of the Government.
According to Official Dispatch No. 311-TTr/DU of the Provincial Party Committee and People's Committee, the arrangement is implemented for fields including internal affairs, justice, science and technology, agriculture and environment, industry and trade, health, education and training.
The Standing Committee of the Provincial Party Committee assigned the Provincial Party Committee and People's Committee to continue directing specialized agencies to review and complete the arrangement plan in the direction of streamlining focal points, improving the effectiveness and efficiency of operations, avoiding duplication of functions and tasks and in accordance with local practical conditions.
For the cultural sector, the province continues to study the plan to arrange public non-business units.
The proposal to merge the Management Board of Special National Monuments and the Management Board of UNESCO Non Nuoc Cao Bang Global Geopark will be studied more carefully, based on reference to experiences from localities with similar conditions to ensure heritage conservation requirements according to UNESCO standards associated with socio-economic development.
According to PV's investigation, Resolution No. 105/NQ-CP sets a goal to reduce focal points, streamline at least 10% of public service staff receiving salaries from the state budget in the period 2021-2026, and at the same time promote financial autonomy mechanisms for public service units.
In the field of education, the Government requests to review and re-plan the network of higher education institutions and pedagogical colleges; consider merging or dissolving small-scale, inefficient units.
For the health sector, preventive health units and disease control units will be organized in a streamlined, single focal point manner; and at the same time promote socialization for facilities with financial autonomy.
The Resolution also requires restructuring science and technology organizations, reducing duplicate and low-efficiency units; and at the same time continuing to arrange the press and publishing system in a streamlined and appropriate direction to the requirements of digital transformation.
