On July 8, according to PV's investigation, Cao Bang Provincial People's Committee issued Decision No. 1335/QD-UBND on merging the Cao Bang Provincial Traffic Construction Investment Project Management Board into the Provincial Investment and Construction Project Management Board.
After the merger, the Cao Bang Provincial Investment and Construction Project Management Board is a public non-business unit directly under the Provincial People's Committee, with legal status, seal and separate account, implementing the mechanism of self-guaranteeing regular expenditures according to regulations.
The unit is under the direct management of the Provincial People's Committee, and also under the guidance and professional inspection of relevant state management agencies.
According to the decision, the Provincial Investment and Construction Project Management Board is responsible for presiding over and coordinating with departments and branches to implement the arrangement of organizational structure, personnel, finance, assets and handle arising contents in the merger process.
In which, the Department of Home Affairs is assigned to guide the development of a Project on job positions and consolidate the leadership and management team.
The Department of Construction advises on the implementation of state management functions for units after merger.
The Department of Finance presides over the handling of finance and public assets, and at the same time coordinates to review, hand over and receive projects according to regulations.
To ensure that the transition process does not interrupt operations, the Provincial Investment and Construction Project Management Board is allowed to use the legal entity of both units within 60 working days from the date the decision takes effect to complete procedures related to settlement, handover and merger.
The receiving unit is also responsible for receiving all assets, equipment, dossiers, documents, personnel and tasks of the Provincial Traffic Construction Investment Project Management Board according to regulations.
The merger is one of the steps to implement the policy of arranging and streamlining the organizational structure of Cao Bang province, aiming to improve the operational efficiency of public non-business units, and at the same time enhance the efficiency of management and use of construction investment resources in the new period.
