On June 1, according to PV's source, the Chairman of Cao Bang Provincial People's Committee has just issued a directive on strengthening measures to prevent loss and waste in the management and use of public finance, public assets and state resources in the area.
Cao Bang Provincial People's Committee requests departments, branches, and localities to jointly strengthen the management of public finances and public assets and proactively detect and prevent the risk of loss and waste.
According to the Provincial People's Committee, besides the achieved results, the risk of loss and waste is still latent in many areas such as budget management, public investment, basic construction, land, mineral resources and state capital in enterprises.
The situation of slow disbursement, prolonged project finalization, ineffective projects put into use or suspended planning can cause great waste and affect socio-economic development.
The Directive requires heads of agencies and units to be fully responsible for the management and use of public resources; and at the same time organize reviews of programs, projects, land funds and public assets to promptly detect and handle existing problems.
The Department of Finance is assigned to strengthen budget supervision, public investment and public assets; the Department of Agriculture and Environment reviews the fields of land, natural resources, and minerals; investors strictly control progress, quality and project finalization.
The Provincial Inspectorate focuses on inspecting areas with potential risks of loss and waste, strictly handling violations and clarifying the responsibilities of relevant collectives and individuals.
The Provincial People's Committee also requested to overcome the situation of avoidance and shirking responsibility in the performance of official duties; and at the same time promote the supervisory role of the Fatherland Front, socio-political organizations, people and the press in detecting signs of waste and loss of public resources.
