On February 6, the Chairman of Lang Son Provincial People's Committee issued an Official Dispatch on agreeing on the policy of temporary traffic diversion and organization on the section from Chi Lang to the National Highway 4B intersection of the Huu Nghi - Chi Lang expressway during the Binh Ngo Lunar New Year, when traffic jams occur on National Highway 1.
According to the official dispatch, traffic diversion is carried out at the request of the Department of Construction, in order to reduce the load on National Highway 1 (Km21 - Km45 section), serve the travel and transportation needs of people and ensure remote traffic during provincial-level festival programs.
Specifically, cars, tourist cars and trucks under 10 tons are allowed to circulate on the above-mentioned route section, in the direction from Hanoi to Lang Son.
The time to organize traffic diversion and regulation during the day is from 6:00 AM to 6:00 PM, starting from February 7, 2026 (December 20th of the year At Ty) to the end of March 1, 2026 (January 13th of the year Binh Ngo).
Regarding speed, vehicles are allowed to travel at a maximum speed of 60km/h on the route section.
For the temporary toll station area and construction sites, the road surface is not yet completed, the maximum speed allowed is 40km/h to ensure safety.
The Chairman of the Provincial People's Committee also requested the Traffic Police Department to direct the organization of traffic regulation and ensure traffic safety on the Huu Nghi - Chi Lang expressway when congestion occurs on National Highway 1.
At the same time, Lang Son Provincial Police are assigned to direct the Traffic Police Department to coordinate in regulating vehicles into the expressway according to the approved plan; ensuring traffic safety at intersections between the expressway and National Highway 1 and National Highway 4B throughout the time of traffic diversion.
For the investor, Huu Nghi - Chi Lang Expressway Joint Stock Company is responsible for completing the plan and organizing the full implementation of measures to ensure traffic safety during construction as well as when regulating and diverting traffic.
In which, focus on reviewing and completing transition points on road surfaces and bridgeheads; fully supplementing the system of signs, markers, barriers, reflective wires at locations with obstacles and cliffs; announcing emergency phone numbers, hotlines and preparing incident response plans.
In addition, construction units are required to regularly water to prevent dust, maintain the graded structure, ensure smooth and safe road surface, contributing to helping temporary traffic diversion on the Huu Nghi - Chi Lang expressway to be effective during the Tet peak and the early year festival season.
The Huu Nghi - Chi Lang border gate expressway project was started at the end of April 2024, with a total investment of more than 11,000 billion VND, implemented in the form of public-private partnership (PPP), BOT contract.
The construction process mobilized 2,821 engineers and workers, 1,237 equipment, organized 141 simultaneous construction teams, ensuring progress and quality of the project.
In December 2025, Lang Son Provincial People's Committee just approved the adjustment of the Huu Nghi - Chi Lang expressway project with a total investment of 11,808 billion VND, expanding the scale of the roadbed and increasing the land use area to 791ha.
