Hanoi to enforce and reclaim land for a project next to Ring Road 2.5

Hanoi - Khuong Dinh Ward will organize enforcement and land recovery for 18 households that do not agree to hand over the site to implement the Thanh Xuan Funeral Home Project.

The People's Committee of Khuong Dinh Ward (Hanoi) has just sent an official dispatch to Hoang Mai - Hanoi Construction Investment Company Limited (a business of the Ring Road 2.5 project, Dam Hong - National Highway 1A section) on coordinating the implementation of the Decision to reclaim land for the Thanh Xuan Funeral Home project.

The People's Committee of Khuong Dinh Ward said that it is implementing land acquisition and site clearance (GPMB) to implement the Thanh Xuan Funeral Home project according to the investment policy of the People's Committee of Hanoi City in Decision No. 5634/QD-UBND dated August 16, 2017; accepting the adjustment of the investment policy in Decision No. 4959/QD-UBND dated November 23, 2021 and Decision No. 1633/QD-UBND dated March 27, 2024.

According to the People's Committee of Khuong Dinh Ward, the Thanh Xuan Funeral Home Project has a total reclaimed land area of 22,875m2 of 144 cases (141 families, individuals and 3 land plans managed by the People's Committee of the ward).

The project will implement land acquisition and site clearance from 2022 and implement the organization of land acquisition procedures according to regulations. Up to now, a Decision on land recovery and a Decision approving the compensation, support and resettlement plan has been issued for a total of 144/144 cases. Of which, 126/144 cases have agreed to receive money and hand over the site, while the remaining 18/144 cases have not agreed to receive money and have not handed over the site to implement the Project.

On October 17 and October 28, the Chairman of the People's Committee of Khuong Dinh Ward issued a Decision on the enforcement of land recovery decisions for 18/144 of the above cases.

On October 27, the Chairman of the People's Committee of Khuong Dinh Ward issued Decision No. 763/QD-UBND on the establishment of a Land Acquisition Enforcement Board to implement the Thanh Xuan Funeral Home project.

On October 31, the Land Acquisition Enforcement Board held a meeting to persuade, persuade and dialogue with land users who had issued a Decision to enforce the decision to reclaim land of the Chairman of the People's Committee of Khuong Dinh Ward to implement the Project. However, 18 families and individuals were invited not to attend the meeting and did not agree to hand over the site.

On November 6, the Chairman of the People's Committee of Khuong Dinh Ward issued Decision No. 860/QD-UBND on approving the Plan for compulsory implementation of land recovery decisions for cases of non-compliance with the handover of land to implement the Thanh Xuan Funeral Home project.

The time for organizing the enforcement of the land recovery decision is November 27.

To organize the implementation of the Land Acquisition Decision for 18/144 cases of non-compliance with the handover of land by implementing the Thanh Xuan Funeral Home project in accordance with the provisions of law, the People's Committee of Khuong Dinh Ward requested Hoang Mai - Hanoi Construction Investment Company Limited to create conditions for the land accretion in the area where the land acquisition decision was enforced (aneighy 295, lane 271 Bui Xuong Trach Street) is currently under construction of the Ring Road 2.5 Construction Project (Dam Hong section to National Highway 1A).
