On November 24, the Giang Vo Ward Party Committee held a conference to disseminate and implement the announcement of the conclusion of Hanoi Party Committee Deputy Secretary Nguyen Trong Dong at the meeting on site clearance progress and implementation of the investment project to build Ring Road 1 (Hoang Cau - Voi Phuc section).
At the conference, Standing Deputy Secretary of the Giang Ward Party Committee Vo Nguyen Que Anh thoroughly informed the conclusion, in which, requesting the Party committees and authorities of O Cho Dua, Lang, and Giang Vo wards to focus resources to complete site clearance as soon as possible and strengthen propaganda and mobilization work, create consensus among people whose land is recovered; stabilize the situation in the area.
Notify the conclusion of the requirement to ensure the immediate completion of the approval of the remaining compensation, support and resettlement plan before November 30%; complete all site clearance work for the entire route before December 15, 2025.
Reporting at the conference, a representative of the Hanoi City Civil Works Construction Investment Project Management Board said that the total recovered land area is 153,341m2 related to 1,983 households. Of which, O Cho Dua ward is 29,745m2/591 households, Lang ward is 30,047m2/597 households, Giang Vo ward is 40,015m2/795 households and 53,534m2 of road land.
By November 23, the Management Board had completed the measurement, counting and confirmation of land origin; approved 1,950/1,983 plans; and paid 1,308/1,950 households to agree to receive money with a value of VND 2,635.4 billion. Of which, Giang Vo ward has completed approving the plans (total of 795/795 site clearance plans).
The City Civil Works Construction Investment Project Management Board also said that the total number of households in the entire project that have handed over the site is 1,087 households with an area of 54.703m2 (55%). Of which, Giang Vo ward has handed over 23,998m2/477 households.
The total number of households in the entire project that have not yet handed over the site is 45,107m2/896 households. Giang Vo ward has 318 households/16,017m2 that have not yet handed over the site; of which, the number of households that have not received money is 174 households/8,758m2, the number of households that have received money, received houses but have not yet handed over the site is 144 households/7,259m2.
In his concluding remarks, Chairman of Giang Ward People's Committee Vo Co Nhu Dung said that the Standing Committee of Giang Vo Ward Party Committee issued a plan to implement a 20-day and night "campaign" determined to complete site clearance for project implementation in the ward.
"Giang Vo Ward will focus on completing all site clearance work to implement the Ring Road 1 construction project (Hoang Cau - Voi Phuc section) in the area, striving to complete and hand over the site on schedule according to the direction of the city", Chairman of Giang Vo Ward People's Committee emphasized.
The ward will conduct a review of all cases that have not yet handed over the site, especially households that have had their plans approved, have received money, and houses but have not yet handed over; clarify the problems and reasons for households not yet handed over; combine to continue to propagate and mobilize households to receive money, receive houses and hand over the site in accordance with regulations.
Notably, the ward will implement necessary enforcement measures (stop supplying electricity, water, corrugated iron fences, etc.) for households that deliberately do not comply with the handover of the site and complete legal documents, establish administrative handling records, and enforce to reclaim the site in case of necessity to ensure compliance with regulations.
The project to build Ring Road 1, Hoang Cau - Voi Phuc section, is more than 2.2 km long, with a cross-section of 50 m. The starting point intersects with Cat Linh - La Thanh - Yen Lang road at Hoang Cau, the end point is at Voi Phuc intersection.
The project has a total investment of more than 7,200 billion VND from the city budget. The project was approved in December 2017, expected to be completed in 2020, but behind schedule. The reason is due to difficulties in site clearance.
