Request self-dismantling and relocation of assets, avoiding being subject to coercive measures according to regulations
On February 27, the Party Committee - People's Committee of Linh Nam Ward (Hanoi) organized a working session with representatives of city departments, branches, City Police and organizations and individuals who are using land managed by the ward in the Red River alluvial ground area, in order to unify common criteria and publicize the roadmap for handling violating warehouses, workshops, and wharves according to the direction of the Hanoi City People's Committee.
Mr. Nguyen Van Duc - Chairman of Linh Nam Ward People's Committee - directly exchanged and answered the cases mentioned in the hall, clarifying the handling roadmap and coordination responsibilities of each group of subjects.
The Chairman of the Ward People's Committee requested individuals and businesses currently using land managed by the ward to proactively provide relevant dossiers, coordinate to inspect the current status, comply with the request to self-dismantle and relocate assets, and avoid being subject to coercive measures according to regulations.
For the absent units, the ward affirmed that it will continue to provide information, thoroughly grasp it in writing and work directly to ensure that there are no cases of "evading" responsibility; and at the same time clearly review the beneficiary unit, the actual user unit to handle the right subjects, the right acts.
Mr. Vu Manh Lich - representative of a service business - expressed his desire to continue using the premises, affirming that the business has actual needs, fully fulfills tax obligations, and at the same time proposed considering the social security factor when the unit is maintaining jobs for 61 workers, paying insurance and paying salaries fully.
Mr. Vu Manh Tung - Director of an agricultural cooperative - proposed that localities create conditions in accordance with the spirit of the Cooperative Law, including support and incentive mechanisms, but also acknowledged the fact that the unit "has no immediate use plan" and initially has a need for subletting.
Meanwhile, Mr. Luong Van Sy - owner of a seafood enterprise - proposed to study policies to support the private sector in legally leasing land for production development, and at the same time expressed his opinion on the land use process from previous years.



Fixing milestones to make records, issuing decisions, and stopping electricity and water
Mr. Nguyen Van Duc - Chairman of Linh Nam Ward People's Committee - directly answered and clarified each group of situations and requested units to coordinate in providing documents.
The Chairman of the Ward People's Committee emphasized the consistent principle: this is public land managed by the State, in many cases there is no lease contract, so there is not enough legal basis to continue using it.
Mr. Nguyen Van Duc assigned the economic department to coordinate with the ward police to inspect the current situation, review the law compliance situation, including tax obligations and tax debts of businesses to fully assess. The Chairman of the Ward People's Committee also frankly acknowledged that handling will affect part of tax revenue and production and business activities, "but not sacrifice discipline because of that".
According to Mr. Nguyen Van Duc, the city has a policy that if considering leasing, it must be implemented in accordance with regulations and procedures, ensuring publicity, transparency, not legitimizing violations, and not allowing the "ask - give" mechanism to arise.
Based on the publicly announced plan, Linh Nam ward finalized important handling milestones. Immediately after the meeting on February 27, the locality focused on propaganda and mobilization for self-dismantling and self-repair.
Before March 10, 2026, the ward will complete the inspection and verification of the current situation, make records and handle violations according to each case. After that, issue a handling decision according to regulations.
Before March 20, 2026, suspend the provision of electricity and water services for violating cases according to procedures. In parallel, organize checkpoints to control entry and exit of key roads and areas to prevent re-violations and ensure security and order. In case of non-compliance, the ward applies administrative handling measures to dismantle, clear and recover violating areas according to regulations.
At the conference, Mr. Do Thanh Tung - Secretary of the Party Committee of Linh Nam ward - emphasized the requirement to unify common criteria between the Party Committee - People's Committee of the ward and functional forces and related organizations and individuals; handling must be in accordance with procedures, public, transparent, ensuring land management discipline - construction order and stabilizing security and order in the area.
