Many problems on the ground
On November 24, speaking with a reporter from Lao Dong Newspaper, a representative of the Quang Tri Department of Finance said that the inspection process and understanding the actual situation at the Component Project 2 - Nhat Le 3 Bridge and the road at both ends of the bridge (Quang Tri province) showed that the general progress is being significantly affected by site clearance problems, especially in Dong Hoi ward. Project progress until the end of 2026.
Nhat Le 3 Bridge has been basically completed, but the approach road to the bridge is still stuck with site clearance.
A representative of the Department of Finance informed that the site clearance work is currently over 82%, however, there are still many cases that are difficult to handle immediately. Some households requested re-measurement, some arose disputes or disagreed land origin. That is the reason for the prolonged implementation time.
In Quang Ninh commune, the entire area has been handed over to the contractor, with no more bottlenecks. On the contrary, Dong Hoi ward still has more than 2.6 hectares that cannot complete the dossier due to border disputes, recommendations on compensation prices and property counting.
According to a reporter from Lao Dong Newspaper on November 24, many workers are working on the bridge, the front of the bridge in Dong Hoi ward has not yet been cleared.
Finding a solution
Some households do not agree with the measurement results approved by the Department of Agriculture and Environment.
In addition, it is difficult to prepare compensation plans for agricultural land because some households have not agreed to the support level.
In Bao Ninh resettlement area, 6 cases are in the 60-day application period for cases that do not agree with the plan. The two households with the farm were determined to be built on the encroached land, so they were not compensated for their assets, leading to people not accepting the plan because they thought the origin of the land was lost land.
The mobilization work has been implemented in many phases, but there are still cases where there is no agreement. The government is continuing to dialogue and prepare a handling plan according to regulations if the persuasion does not achieve results.
While the site clearance work is still unfinished, the contractor has completed the entire lower part, installed steel arches, cable car and bridge railings. Currently, the project is entering the upper construction phase including the bridge deck, sidewalks, lighting system and approach roads at both ends of the bridge.
The representative of the construction unit said that the completed volume has reached about 88.4%. However, to complete the entire route, the contractor needs to hand over clean land for the remaining access roads.
According to information from the Quang Tri Department of Finance, the total capital disbursed since the beginning of the project has reached more than 1,004 billion VND, equivalent to 80%. However, the disbursement rate for the 2025 capital plan alone is still low, reaching only over 16%.
The main reason is that some construction items cannot be implemented due to land clearance problems, and many compensation and support plans must be adjusted according to people's recommendations.
Faced with this reality, local authorities and the Project Management Board are stepping up dialogue and mobilization of people, and reviewing all documents to handle problems in accordance with regulations.
The government is required to publicly complete the compensation plan for households with residential land in November. For cases of non-cooperation, localities are requested to prepare construction protection plans to ensure project progress.
