Slow deployment of the main item after commencement
In recent times, along with the completion of renovation of Bai Sau area and improvement of connecting transport infrastructure, the number of tourists to Vung Tau has gradually increased, thereby creating pressure on transport infrastructure on the gateway connecting route.
Faced with that situation, Ho Chi Minh City has decided to approve the project to adjust the auxiliary median strip of road 3/2. Thereby, removing the concrete auxiliary median strip (separating the car and motorbike lanes) on the section of about 10.2km (running through Tam Thang, Rach Dua, Phuoc Thang wards), replacing it with a rigid steel median strip. On that basis, adjusting to increase from 6 to 8 lanes (including 6 car lanes and 2 motorbike lanes).
The total investment of the 3/2 road renovation project is more than 141 billion VND, of which the estimated construction value is more than 94 billion VND. The renovation project will be implemented and is expected to be completed by the end of 2026.
In January 2026, the above project was started by the investor (now the Tam Thang Ward Construction Investment Project Management Board). By March 2026, the investor had deployed the recovery of old lighting materials, relocation of ornamental plants... on the median strip. These items have been quickly completed, but the main items of the project have not yet been implemented.
The delay also makes many people worried, as the number of vehicles moving on 3/2 street is quite crowded every day. Especially during the peak summer tourist season, there is often a slight congestion when stopping at red lights at some intersections on weekends.
Obstacles in solid waste collection during construction
The Tam Thang Ward Construction Investment Project Management Board said that according to the plan, the project will be implemented and completed by the end of 2026. Many other items have been implemented according to schedule, but the main item of dismantling and renovating the median strip has not been implemented to date.
In which, auxiliary items including relocating green trees, recovering old lighting equipment; ordering new lighting equipment, steel median strips... have been implemented. The item of removing the hard concrete median strip has not been implemented due to problems in solid waste treatment.

When dismantled, the project has about 24,000m3 of solid waste (estimated at about 40,000 tons) that needs to be treated. Previously, competent authorities had licensed the collection of solid waste in the project in Phuoc Co area (Phuoc Thang ward, Ho Chi Minh City), but when implemented, the locality announced that this landfill was full and no longer had enough capacity. If this amount of waste is taken to businesses for treatment, it could incur a cost of more than 30 billion VND.
The investor has reported the reasons for the slow implementation of the above project to the Ho Chi Minh City People's Committee and relevant departments and agencies for guidance and handling. At the same time, it has proposed a new solid waste collection point in Dat Do commune, this content has also been approved by the local government.
Recently, the Ho Chi Minh City Department of Agriculture and Environment coordinated to conduct field inspections at the proposed location. If deployment is favorable, the project to adjust the auxiliary median strip of road 3/2 will continue construction in mid-August, and strive to be completed in 2026," said Mr. Doan Hai Linh - Director of the Construction Investment Project Management Board of Tam Thang ward.
