Mr. Le Van Dien (73 years old, An Loi village, Trieu Binh commune, Quang Tri) has a house in the coastal road project's land acquisition area. He was compensated and promised to be granted resettlement land, but the resettlement area is not yet available. Therefore, the People's Committee of Trieu Binh commune had to convince Mr. Dien to temporarily reside. However, he was worried about not having a place to live because there were no boarding houses in the surrounding area.
We comply with the State's policy, but if we build a house, where will the whole house be, and when will we have land to rebuild the house? It would be very disadvantageous for us if we had to leave home while the above problems were not resolved, said Mr. Dien.
Mr. Nguyen Thanh Vu, Chairman of the People's Committee of Trieu Binh commune, informed that the coastal road project passing through Trieu Binh commune is 2.95km long with 175 households affected, of which 35 households are subject to resettlement.
A year ago, the People's Committee of the old Trieu Phong district (Quang Tri province) successfully persuaded 6 households to leave their homes to temporarily settle down for site clearance to build a bridge abutment for the coastal road project.However, a year has passed but the resettlement area has not been completed.In that year, 6 households temporarily lived in old, degraded, cramped classrooms, their lives were turned upside down, making them very upset and constantly giving opinions.
"Without resolving the 6 temporary households, now the People's Committee of Trieu Binh commune has the task of convincing other households to leave their homes for land acquisition, which is very difficult. To facilitate, we suggest that investors speed up the construction of resettlement areas and the province have good support policies for temporary residents, Mr. Nguyen Thanh Vu proposed.
The coastal road project has a total investment of more than VND 2,700 billion with a length of 48km passing through the communes of Cua Tung, Vinh Hoang, Cua Viet, Gio Linh, Ben Hai, Trieu Binh, Nam Cua Viet and Nam Dong Ha ward and has more than 2,000 affected cases, of which 160 households have to be resettled. However, up to now, only Nam Dong Ha ward has completed the resettlement work for affected households.
In Trieu Binh commune alone, it is necessary to build 3 resettlement areas, currently the resettlement area of Luong Tai Xa village (old Trieu Dai commune) has not been implemented due to land clearance problems; the resettlement area of Duong Van Loc village (old Trieu Thuan commune) has just handed over the site, so the contractor has just planted a boundary markers that have not been constructed; the resettlement area of An Loi village (old Trieu Do commune) has been constructed, expected to be completed in July 2025, but so far only the leveling part, road system, and electricity have not been constructed.
Mr. Nguyen Thanh Binh - Director of the Quang Tri Provincial Construction Investment Management Board said that the coastal road project is behind schedule due to many reasons, the biggest of which is the lack of clean land to hand over to the construction unit. "If the site clearance continues to be slow, the project is at risk of not meeting the set schedule," said Mr. Nguyen Thanh Binh.
Mr. Hoang Nam - Permanent Vice Chairman of the People's Committee of Quang Tri province said that he has requested the investor and the construction unit to seriously implement the direction of the Provincial People's Committee, including simultaneously and urgently completing resettlement areas to stabilize people's lives. At the same time, it is necessary to closely monitor construction units, in case there are signs of delay and failure to fulfill commitments, there must be a proposal for handling and correction. For households that have been cleared but have not been allocated land in the resettlement area, local authorities will support funding for people to temporarily settle.
