On May 17, Mr. Le Hong Vinh - Chairman of Nghe An Provincial People's Committee said that Nghe An Provincial People's Committee focuses on directing the acceleration of construction progress, completing acceptance procedures and putting public investment projects into use, with the goal of completing before the end of the operation of district-level administrative units (1.7).
According to a report from the People's Committee of Vinh City - where there are a large number of construction works under construction - many projects are still facing difficulties in site clearance, investment procedures and capital allocation. For example, the extended Ly Thuong Kiet route currently has about 400m left that cannot be constructed due to land clearance problems. The 18m planned road project connecting National Highway 46 with Vinh - Cua Lo Avenue has an investment capital of nearly 145 billion VND, after more than 2 years of construction, nearly 500m has been filled and then temporarily suspended due to lack of clean land.

Currently, the Vinh City Construction Investment Project Management Board has completed 165 projects. It is expected that 16 more projects will be completed before July 1, 2025. Meanwhile, the remaining 92 projects will be developed a plan to hand over to the receiving unit after the district-level administrative apparatus is rearranged.
In some other districts and towns, many public investment projects are still behind schedule due to land clearance problems.
The project to renovate and expand National Highway 46 Vinh - Nam Dan section, although the compensation plan has been approved, has only cleared about 4/10.69km of the site. Nam Dan District People's Committee is currently focusing on handling the remaining part to keep up with the progress.
As of April 30, 2025, the total disbursement value of public investment capital in the whole province reached about VND 2,212 billion, equivalent to 22.12% of the annual plan - higher than the national average (15.56%). However, site clearance is still a major "bottleneck". Some localities have not completed land records and have not agreed on compensation plans, causing many projects to be behind schedule.
Nghe An Provincial People's Committee has issued an official dispatch requesting investors and project management boards to proactively review and promote the progress of projects. Construction works need to complete payment and acceptance documents before June 30 to avoid legal problems when transferring. For projects that cannot be completed in time, localities must develop a reasonable technical arrest plan and hand over in accordance with regulations.
In addition, the Provincial People's Committee also directed the study of capital transfer options between projects to optimize budget efficiency and ensure that key projects are not stalled.
According to Chairman of Nghe An Provincial People's Committee Le Hong Vinh, accelerating public investment progress not only helps to effectively exploit infrastructure, but also avoids waste in the transition period of the administrative apparatus, creating growth momentum for localities that are about to merge.
