More than 8,200 households escape poverty
The National Target Program (NTP) for sustainable poverty reduction in Quang Binh for the 2021-2024 period has achieved and exceeded the set plan, and there has been a change in the awareness and actions of a segment of the poor.
On December 10, the People's Committee of Lien Trach Commune (Bo Trach District) said that thanks to the program, 100% of kindergarten classrooms are solid according to the regulations of the Ministry of Education and Training; 48% of households have access to clean water for daily life according to the regulations of the Ministry of Health; 90% of households use hygienic toilets according to the regulations of the Ministry of Health... These are just a few of the results achieved after the program was applied.
The Department of Labor, Invalids and Social Affairs of Quang Binh province informed that in the recent period, the total capital mobilized, allocated and used for the program was over 271 billion VND, of which more than 135 billion VND has been disbursed, reaching 50%.
Quang Binh province has implemented projects to improve people's lives. Accordingly, the province has invested in and maintained 43 traffic, education, irrigation, cultural houses, etc. in 4 particularly disadvantaged communes in coastal and island areas (formerly Phu Hoa, Lien Trach, Ngu Thuy, Ngu Thuy Bac); localities have implemented and supported 94 livelihood models on breeding crossbred cows, raising fighting chickens, growing clean mushrooms, making conical hats, weaving rattan handicrafts, etc. with 2,586 households participating in the models and 2,301 households participating in training and implementing the models.
Vocational training helps the poor and poor households gain knowledge and skills to find jobs or create stable jobs, proactively escape poverty. There have been 105 classes with more than 3,523 workers supported with vocational training at the elementary level and under 3 months.
The units have provided consultation and training support for 528 workers, supported costs for 12 workers to work abroad; 100% of officials working on poverty reduction at all levels have been trained to improve their capacity to implement the poverty reduction program.
In the 2021-2024 period, the province plans to reduce 8,247 poor households, the multidimensional poverty rate will decrease by an average of 1.24%/year. The above results show that the Provincial Party Committee and People's Committees at all levels have made efforts to direct and issue many practical policies to implement poverty reduction work, helping the poor settle down and stabilize their lives.
Proposal to expand the beneficiaries
In the period of 2026-2030, Quang Binh province plans to spend about 350,852 million VND to implement projects implementing the National Target Program on Sustainable Poverty Reduction. Thereby, projects will be implemented on: investing in developing socio-economic infrastructure in extremely disadvantaged communes; Diversifying livelihoods, developing poverty reduction models; developing production, improving nutrition; Developing vocational education, sustainable employment; Communication and information poverty reduction...
At the same time, it is possible to expand the group of subjects participating in the community production development project/model to suit each region, residential area..., creating diverse participation in project/model implementation (suitable for actual characteristics such as: People with labor, people with business capital, people with techniques, skills..., to attract many classes of people to participate in the production development model/project).
Quang Binh province also proposed to the Central Ministries and branches to continue allocating capital (it is possible to arrange funding sources right from the beginning of the whole period) to proactively develop a plan to implement the Program, in accordance with the roadmap, goals and targets of each year for more effective implementation.
