Digital transformation to the grassroots level, changing the way of doing things in difficult areas

From remote villages, digital transformation is helping officials and party members innovate their working methods, bringing technology closer to the people.

Digitizing Party cell activities

Ka Tang village, Tuyen Lam mountainous commune (Quang Tri province) is the main residence of the Ma Lieng ethnic group, belonging to the Chut ethnic group. In difficult living conditions, digital transformation is gradually helping cadres and party members access technology, update information and innovate working methods.

At the Ka Tang village Party Cell, smartphones and digital platforms gradually replace paper documents in Party activities. Party members can use the Electronic Party Member Handbook to study resolutions and update documents right on their phones.

Mr. Nguyen Van Huan, 43 years old, a party member of the Ka Tang village Party Cell, said that previously, each activity period, party members had to travel more than 15km of hilly roads to the commune center to print documents. Now, necessary documents can be accessed directly on the phone, helping to save time and costs.

Ka Tang village Party cell currently has 9 party members, of which 7 are Chut ethnic people. To date, 100% of party members have installed and used software to serve Party work. Older party members are also gradually mastering technology thanks to the guidance of young party members.

Secretary of the Ka Tang village Party Cell Nguyen Van Chien assessed that due to the different technology access capabilities of party members, the party cell assigned young party members to guide older people, helping technology become a tool to support Party activities.

Bringing digital skills to difficult villages

Not only in Ka Tang, digital transformation in Party work is being implemented in many difficult areas.

In La Lay border commune, where more than 90% of the population are Pa Co - Van Kieu ethnic minorities, the commune Party Committee has 599 party members operating in 14 party cells. More than 73% of party members have installed and used applications and software to serve Party work.

Secretary of the Party Committee of La Lay commune Pham Xuan Khanh said that the locality integrates guidance on using digital platforms into Party cell activities, while promoting the role of young party members. Cases that cannot use digital platforms due to lack of equipment or economic conditions are also reviewed to have support directions.

According to the Steering Committee for Science, Technology, Innovation and Digital Transformation of Quang Tri province, in the first 6 months of the year, there were 4,730 accounts belonging to the Party bloc accessing the Vietnamese Communist Party Application Portal and information systems, Party databases identified digitally, associated with VNeID accounts. The province has equipped 4,992 digital signatures for organizations and individuals; provided 254 BML 10 and BML 100 devices; 105/105 units have installed secret document sending and receiving systems.

Along with infrastructure investment, the province focuses on improving digital skills for officials, union members, youth and people. Quang Tri Provincial Youth Union coordinates with the Center for Science, Technology and Young Talent Development (Central Youth Union) to organize the "Digital Literacy Day" in 2026, guiding digital skills for grassroots officials, teachers, union members, and youth in border communes.

However, digital transformation at the grassroots level still faces difficulties due to unstable internet infrastructure, lacking equipment and limited technology skills of a part of officials and party members, especially the elderly and ethnic minorities.

According to Mr. Nguyen Van Phuong - Secretary of Quang Tri Provincial Party Committee, digital transformation is only truly effective when cadres and party members change their thinking, working methods and master technology. In the coming time, the province will continue to promote the movement "Digital literacy", linking digital transformation, administrative reform with building a contingent of cadres; taking the results, products and efficiency of work as an important basis for evaluating, planning, arranging, using, appointing and emulation, and rewarding cadres.

Digital transformation must be placed under the comprehensive leadership of the Party, associated with maintaining the principles of organization, discipline and ensuring network safety and security, protecting state secrets and Party secrets. The ultimate goal is to make the Party's leadership more scientific, more effective, closer to the people and better serving the People" - Mr. Nguyen Van Phuong affirmed.
