Must create new capacity, new products and specific values
After 18 months of implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology (S&T) development, innovation (I innovation) and national digital transformation, a new stage of national development has opened up.
In the economic field, Resolution 57 has created more momentum for the digital economy, digital technology industry and S&T enterprises to develop. Accumulated to the end of May 2026, the whole country has 963 S&T enterprises, 20 S&T exchanges, 37 innovation centers in 26/34 provinces and cities. The rate of full online dossiers in the month reached 50.2%. In particular, the proportion of added value of the digital economy in 2025 is estimated to reach 14.02% of GDP, equivalent to about 72.1 billion USD.
Speaking to direct at the national conference summarizing 1 year and 6 months of implementing Resolution 57-NQ/TW, General Secretary and President To Lam emphasized that the implementation of Resolution 57 must be more determined, stronger, and not delayed; but more importantly, it must be more substantive and effective. This is a highlight of great orientation, the requirements are not only to issue policies, build a foundation or implement tasks, but also to create new capacity, new products and specific values for the country.
That message shifts the focus of implementing the Resolution from "doing it on schedule" to "doing it to create national capacity". Each level, each sector needs to answer with results: What technology has been mastered, which data has been connected, which procedures have been reduced, how much social costs have been saved, what additional productivity, quality, and added value has been created for the economy. This is also a requirement to form a new implementation culture: Respecting data, valuing final efficiency and putting people and businesses at the center.
S&T, Innovation and Digital Economy are no longer a separate part of a specialized agency but a central political task, measured by data, products and the satisfaction of people and businesses.
The main driving force of modern production forces, innovation in national governance
Prof. Dr. Le Anh Tuan - Director of Hanoi University of Science and Technology - said that the reality of 18 months of implementing Resolution 57 shows that domestic technology capacity is moving rapidly, from AI cameras, 5G to UAVs and high-tech defense products. These examples prove that the market, businesses and technology are moving at a very high speed.
He proposed to soon issue a sandbox mechanism and a public procurement policy prioritizing innovative products from domestic research. Sandbox allows new products, services, and technology models to be tested within a controlled scope, thereby the State can both manage risks and not stifle creativity.
Regarding this issue, Dr. Tran Van Khai - Deputy Chairman of the National Assembly's Committee for Science, Technology and Environment - pointed out that in the new economic development model, technology and innovation are no longer in the "outer circle", but become direct production forces and core growth drivers. Technology helps improve productivity, reduce marginal costs, and open up new industries, new products, and new business models.
It can be understood that this is not just about bringing the story of technology application, but restructuring the economy and the development apparatus on the basis of knowledge, data, and the ability to master technology.
Resolution 57 does not place KHCN, ĐMST and CĐS in a "supportive" role, but elevates them to the main driving force of rapid development of modern production forces, innovation in national governance and prevention of the risk of lagging behind. Indicators on digital economy, data and strategic technology all show that the goal is not only to digitize administrative procedures, but to restructure the economy and management methods on the basis of knowledge and data.
