The Department of Economics - Construction Investment Management is merged from 3 units: the Department of Construction Economics, the Department of Construction Activities Management (Ministry of Construction) and the Department of Construction Investment Management (Ministry of Transport).
The functions, tasks, powers and organizational structure of the new Department of Economy - Construction Investment Management after the merger are stipulated in Decision No. 16/QD-BXD of the Minister of Construction.

Regarding position and function, the Department of Economics - Construction Investment Management is an organization under the Ministry of Construction, performing the function of advising and assisting the Minister in:
State management and law enforcement in the field of construction activities include: construction survey; establishment, appraisal, approval of construction investment projects, construction design; granting construction permits; organizing project management; construction capacity; granting construction operation permits to foreign contractors operating in Vietnam.
State management, law enforcement in the fields of construction economics, urban economy and other economic fields under the state management of the Ministry.
Perform the tasks and powers of the Ministry of specialized construction management, the governing body and perform the function of a specialized construction agency of the Ministry of Construction to manage programs and projects as assigned by the Minister.
The Department of Economics - Construction Investment Management has legal status, has a seal for transactions, is opened a separate account at the State Treasury and is headquartered in Hanoi city.
