Units proactively work to prevent, combat and overcome the consequences when incidents occur. Prepare human resources, equipment and spare materials to promptly repair and overcome damage to railway infrastructure caused by heavy rain, ensuring safe train travel and smooth railway transportation.
The Steering Committees for Natural Disaster Prevention and Control of Region 1.2 strengthen the inspection of vulnerable locations; urge and direct units to strictly implement the duty regime, and guard vulnerable locations that are potentially at risk of being affected by bad weather.
The Railway Infrastructure Management Board and Sub-Departments of regions 1 and 2 monitor weather developments, proactively organize inspections and direct units to focus on human resources, materials, and equipment to proactively respond when incidents occur.
Units monitor weather developments and regularly report the situation to the Standing Committee of the Railway Prevention, Control and Search and Rescue Command of Vietnam Railway Corporation (REUMA).
According to information from Vietjet, updated on July 21, 2025, due to the impact of storm Wipha, some flights to and from Quang Ninh and Hai Phong had to adjust their flight plans on July 21, 2025.

At Vietnam Airlines, the airline said that due to the impact of Typhoon Wipha (Typhoon No. 3) in the Hong Kong area (China), Vietnam Airlines Group (including Vietnam Airlines, Pacific Airlines and VASCO) adjusted the plan to operate some flights on July 21 to ensure the safety of passengers and crew.
Vietnam Airlines will cancel flights VN1188, VN7188, VN7189, VN7056, VN7057 between Ho Chi Minh City and Hai Phong; VN1856, VN1857 between Ho Chi Minh City and Con Dao.
On July 21, Pacific Airlines will adjust the departure time earlier than planned for flights BL6440, BL6441 between Ho Chi Minh City and Hai Phong, to ensure take-off and landing time at Cat Bi airport before 12:00 noon. The airline will also cancel flights BL6520 and BL6521 on this route during the day.
For July 22, flights operated by Vietnam Airlines Group at Cat Bi airport will depart after 12:00.
