On November 20, at the headquarters of Linh Nam ward, Delegation No. 8 of the Hanoi People's Council met with voters of 7 wards: Hoang Liet, Dinh Cong, Hoang Mai, Yen So, Tuong Mai, Vinh Hung, Linh Nam, before the 28th session of the 16th City People's Council, term 2021-2026.

Linh Nam ward voters are interested in the Red River Landscape Avenue Axis project and recommend that the city choose a low-lying ( flat) route for the section passing through Linh Nam ward (from Vinh Tuy bridge - Km70+250) to Yen So Pumping Station discharge canal (Km78+110) and follow the existing dike route, to minimize land acquisition of people, thereby speeding up the project implementation progress.
Voters of Linh Nam Ward also proposed that the City adjust the Red River Urban Sub-Zone Plan, at a scale of 1/5,000, in the direction of increasing the proportion of construction area on riverbanks for areas permitted for urban research and development and residential areas permitted for existence and expansion.
Voters in Linh Nam ward also reflected the shortage of schools when the ward currently has more than 17,000 people, while there is only 1 primary school with 23 classes and 1 kindergarten with 8 classes, without a secondary school.
Voters also said that traffic in the Thuy Linh dike area is very dangerous, traffic accidents often occur, especially for students having to cross the dike. Therefore, it is recommended that the city consider allowing the People's Committee of Linh Nam Ward to invest in building high schools and secondary schools outside the dike using the city budget to meet the learning needs of local people.
Voters in Hoang Liet ward said that currently, residents in Residential Group No. 16A, 16B, 17A, 17B, 21 include 9 apartment buildings and 6 villa lots only gathered in the CT3B apartment community center with an area of about 18m2.
Currently, there is a flower garden in the area that is left fallow, with an area of about 2,000m2, voters recommend that the city consider allowing the adjustment of the above land plot functional planning to invest in building a meeting house to serve the needs of community activities of the people.
In addition, voters in the wards recommended that the city soon find solutions to solve the problem of flooding and traffic congestion in Hanoi.
Speaking to receive the opinions and recommendations of voters, Editor-in-Chief of Hanh Ho Imoi Newspaper Nguyen Minh Duc - Head of the Delegation - emphasized that in the coming time, the city will have many large projects implemented, contributing to changing the face of the city to be more spacious and modern.
The city is actively implementing tasks to complete the urban railway project by 2035, expected to solve about 30% of traffic volume.
In December 2025, the city will start construction of the Van Cao - Hoa Lac railway line; along with that, many other railway lines will continue to be connected, to reduce urban traffic congestion.
In particular, the city is actively preparing to start construction of 2 expressways along the Red River - Red River Landscape Avenue Axis.
Along with that, there are many other key projects that have been, are and will be implemented, with breakthrough characteristics, changing the face of the capital.
Regarding voters' opinions on investing in schools, delegate Nguyen Minh Duc affirmed that the city is always interested in investing in education; at the same time, he suggested that ward leaders take over and resolve the contents under their authority, meeting the legitimate needs and aspirations of the people.
