The Chairman of the Ho Chi Minh City People's Committee has just assigned the Department of Construction to preside over and coordinate with the People's Committees of wards, communes and special zones to urgently deploy a plan to second civil servants to perform the task of managing construction order and urban areas.
According to the direction, the Department of Construction will coordinate with the People's Committees at the commune level and related units to fully implement management and resolve the regimes and policies for civil servants who are seconded according to regulations.
The Department of Home Affairs is assigned to guide procedures and ensure the payment of regimes and policies in accordance with its authority.
The People's Committees of wards, communes and special zones are responsible for receiving assigned civil servants, arranging appropriate tasks and creating favorable conditions for seconded cadres to complete their work well.
Localities must also closely coordinate with the Department of Construction in managing and implementing the regime for this force.
The Ho Chi Minh City People's Committee said that from July 1, 2025, the district level will cease operations, leading to the dissolvement of the Urban Order Management Teams and specialized construction inspection forces.
This has caused many wards, communes and special zones to no longer have specialized forces to inspect, supervise and handle violations related to urban order, land and construction.
In the context of many new housing projects and industrial parks being implemented simultaneously, the shortage of specialized personnel has put great pressure on the management and control of violations at the facility.
Previously, the Ho Chi Minh City Department of Construction proposed to second about 500 trained civil servants with expertise in the field of state management of construction order to localities to coordinate with localities to effectively implement the work of managing construction order.
In the long term, Ho Chi Minh City has proposed that the Ministry of Home Affairs report to the Government to allow the city to increase the number of commune-level civil servants by 5 - 7, to ensure the force performs important tasks such as urban order management, construction order and sidewalk management.
