Gia Lai voters reflected: Before implementing the North-South Expressway Project, most local routes intersecting with the expressway already had lighting systems to ensure traffic safety.
However, during the project implementation, the investor has only restored the road, overpass and underpass at the intersections, without restoring the lighting system to its original state.
This poses a potential risk to traffic safety, especially at night or in bad weather conditions.
To overcome this problem, voters requested that competent authorities promptly review, accept and add lighting systems at the above intersections (overpasses and underpasses) to ensure traffic safety for people and vehicles when the expressway is put into operation.
After studying, the Ministry of Construction would like to answer as follows:
According to the report of Project Management Boards 2 and Project Management Board 85 (investors of the Component Projects of Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh sections through Gia Lai province), the relocation of technical infrastructure and restoration of lighting systems at intersections are carried out in the compensation, support and resettlement sub-project (except for locations that overlap with the project scope that the project investor has been implementing).
Therefore, the authority to implement the return of lighting systems at intersections is compensated, supported and resettled by the sub-project investor.
For some cross-over bridges on the route, there have been designed with waiting blades for lights, power line pipes, etc. and are carrying out related procedures to implement, complete synchronously and put into operation with the project. In particular, for underpasses for people, the lighting system will be fully arranged during the investment phase to complete the expressway according to the planning scale.
