According to Mr. Doai, at around 7:00 a.m. on October 1, Doan Tran Phi Long (13 years old, 7th grade) was riding a bicycle across the spillway in Dinh market area, Am Thuy village, Kim Hoa commune when floodwaters swept away both people and bicycles.

At this time, discovering the incident, Mr. Tran The Anh (residing in Xuan Thuy village, Kim Hoa commune) urgently jumped into the floodwaters, saved Long and brought him safely to shore.
