At 8:00 a.m. this morning (November 3), the water level on the Huong River at Kim Long station (Hue) was measured at 3.89 m, 0.39 m higher than alert level 3 (BD3). At Phu Oc station, the Bo River also recorded a water level of 4.81m, 0.31m above BD3. In Da Nang, the Vu Gia River in Ai Nghia has risen to 9.74m, exceeding BD3 by 0.74m.
It is forecasted that in the next 12-24 hours, floods on these rivers will continue to remain high, ranging from BD3 to above BD3. Meanwhile, the downstream of Ngan Sau River (Ha Tinh) and Tra Khuc River (Quang Ngai) is showing a downward trend, however, the meteorological agency warns people not to be subjective.
It is forecasted that from now until November 5, a new flood is likely to reappear on rivers in Ha Tinh, Quang Tri, Quang Ngai. The flood peak in this period may reach level BD2-BD3, some rivers are likely to exceed level 3.
Warning of the risk of flooding in low-lying areas along rivers, urban areas, and residential areas in provinces from Ha Tinh to Quang Ngai. There is a high risk of flash floods on rivers and streams and landslides on steep slopes of provinces/cities from Ha Tinh to Quang Ngai.
The National Center for Hydro-Meteorological Forecasting also warned of the risk of flash floods on small rivers and streams and landslides in steep slopes in provinces from Ha Tinh to Quang Ngai. Waterway, road, agricultural production, and aquaculture activities may be stalled, causing great damage.
Local authorities and people need to urgently closely monitor further forecasts and warnings; proactively deploy response plans, be ready to evacuate people from dangerous areas to ensure the safety of life and property.
Meanwhile, Typhoon Kalmaegi, at 1:00 a.m. this morning, was still far from the Philippines but was moving very quickly west. It is forecasted that by November 6, the storm will enter the central East Sea area, strengthening to level 13, gusting to level 17. The area of impact of the storm is identified to include the Truong Sa archipelago. The risk of natural disasters at sea has been raised to level 3.
According to a quick report from the Department of Dyke Management and Natural Disaster Prevention and Control, in the Central region, there have been 42 deaths and missing people, 78 injuries. Floods have swept away 103 houses, damaged 451 others and currently more than 12,600 houses are deeply flooded. Nearly 8,000 hectares of crops were destroyed, more than 64,000 livestock and poultry were killed and swept away. Many national highways and provincial roads were eroded and cut off, causing serious traffic jams.
Previously, on November 2, General Secretary To Lam directly visited and encouraged people in flooded areas in Thua Thien Hue. The Prime Minister issued 5 urgent telegrams, chaired online meetings and decided to provide hundreds of billions of VND in emergency support to localities to overcome the consequences. Deputy Prime Ministers also directly visited hot spots to direct response work. The Ministry of National Defense and the Ministry of Public Security have mobilized more than 85,000 officers, soldiers and thousands of vehicles to support people in evacuating, rescuing and overcoming the consequences.
Thousands of tons of rice, dry food, medicine, life buoys and necessities from national reserves have been urgently supplied to people in flooded areas. International organizations such as the Russian Government and Samaritan's Purse have also joined hands to support the Vietnamese people.
