On the afternoon of December 11, at the 5th Session, the People's Council of Da Nang City, term X, officially approved the Resolution regulating the fee and fee of "0 VND" for many administrative procedures when performed online.
According to the Resolution just passed, this preferential policy will be applied for 2 years, from January 1, 2026 to December 31, 2027.
Throughout the city, people will no longer have to pay fees when performing important procedures such as business registration, applying for a construction permit, making a land use right certificate (red book), or procedures related to household registration and applying for a work permit for foreigners.
To especially encourage rural areas, the policy also expands the application of the "VND rise" fee for some separate procedures in communes, including the fee for appraisal of first-time red book application and the fee for registration of transactions with land use rights guarantees.
The goal of the Resolution is to unify implementation throughout the city (after merging administrative boundaries with Quang Nam province), while implementing the Prime Minister's direction on promoting national digital transformation.
According to the previous Submission of the City People's Committee, the estimated cost to compensate for units when implementing this policy is about 1.6 billion VND/year for state agencies and 522 million VND/year for the Land Registration Office, this funding source will be guaranteed by the city budget.
