Over VND16,600 billion for clearance and resettlement
Da Nang has identified the high-speed railway project on the North-South axis, a national key infrastructure project, so the implementation process has shown determination from the beginning.
Head of the City's Traffic and Agricultural Construction Investment Project Management Board - Mr. Nguyen Minh Huy said that the section passing through Da Nang is over 116km long, starting from Km684+050 (Hai Van ward) and ending at Km800+100 (Nui Thanh commune). The scale of the project affects a large geographical area, spanning 24 communes and wards of districts such as Lien Chieu, Cam Le, Hoa Vang and neighboring localities. The route will pass through communes and wards including: Hai Van, Lien Chieu, Hoa Khanh, Cam Le, Ba Na, Hoa Vang, Hoa Tien; Dien Ban Bac, Dien Ban Tay, Go Noi, Duy Xuyen, Xuan Phu, Que Son Trung, Thang Binh, Thang Phu, Thang Dien, Tay Ho, Chien Dan, Ban Thach, Huong Tra, Tam Xuan, Tam Anh, Tam My and Nui Thanh.
It is expected that about 843 hectares of land will be reclaimed to implement the project. Of which, about 105.2 hectares are residential land, 225.6 hectares are rice land, 240.6 hectares are forest land and 272 hectares are other types of land. The reclaimment of a large area of land this time will directly affect 2,139 households. Therefore, in addition to compensation and clearance, resettlement work is also very important. According to preliminary calculations, the city needs to arrange nearly 3,200 resettlement plots to ensure stable lives for people.
Planning 35 resettlement areas with a total area of over 211ha
Up to this point, the estimated cost for site clearance and resettlement for the North-South high-speed railway project through Da Nang alone is over VND 16,600 billion. Of which, the estimated cost of compensation and support is more than VND 12,907.8 billion and the cost of building resettlement areas is more than VND 3,692.5 billion.
The Project Management Board has issued a series of recommendations to remove obstacles and speed up progress. Propose that the City People's Committee propose the Central Government to soon approve the overall project to have a solid legal basis, hand over the accurate boundary markers for site clearance to the locality. Along with that, prioritizing the timely and complete allocation of capital is a vital factor so that site clearance work is not interrupted.
The Management Board also proposed to allow the implementation of detailed planning for resettlement areas at the same time as the preparation of the Feasibility Study Report, to shorten the preparation time. The Board also pointed out a technical problem when the railway bridge protection scope in the Pre-Feasibility Study Report is calculated at 150m on each side, which can affect the accuracy of site clearance. Project roadmap
Director of the Da Nang City Land Fund Development Center, Mr. Vo Nguyen Chuong, said that to ensure progress, a specific roadmap has been drawn out. Da Nang will start construction of the first resettlement area on August 19, 2025 in Dien Ban Bac commune. From September to November 2025, the survey and statistics on the current status of affected land, assets and people will be conducted. The counting, compensation payment and resettlement arrangement phase will start from March 2026, with the goal of completing all site clearance before December 2026 to hand over to the construction contractor.
With careful preparation and recommendations close to the edge, Da Nang is showing great determination, ready for large-scale site clearance, contributing to making the North - South high-speed railway project a reality soon.
