Da Nang digitizes sidewalk management, prioritizing walkways for pedestrians

Hoi An Ward (Da Nang) plans to apply digital management technology and automatic reminder systems to handle sidewalk encroachment and restore space for pedestrians.

On key streets such as Bach Dang, Nguyen Phuc Chu in Hoi An ward (Da Nang City), urban embellishment work is being carried out drastically. This is a special area with many small alleys, associated with cultural preservation projects and long-standing livelihoods of people.

Mr. Vo Tan Ha - Deputy Director of Da Nang City Department of Construction - said that order management in Hoi An ward needs sophistication due to the specific nature of infrastructure and historical factors. The city is aiming to properly implement the function of sidewalks to serve static traffic and pedestrians. Business households encroaching on the regulated line will be required to relocate to restore ventilation to the streets, especially in areas with high tourist density.

Regarding the principle of urban space management in this area, Mr. Vo Tan Ha - Deputy Director of Da Nang City Department of Construction - shared: "Hoi An ward has different characteristics compared to other localities. In principle, sidewalks are not allowed to be used for business purposes against regulations. In addition to arranging motorbike parking spaces according to instructions, the most important function of sidewalks is to serve pedestrians. We must prioritize pedestrians, and then calculate solutions for other purposes.

To improve management efficiency, Hoi An ward is developing a plan to apply artificial intelligence (AI) technology to urban supervision.

According to the plan, the locality will establish a "digital copy" and a smart camera system capable of automatically recognizing violations. The highlight of this plan is that the system will integrate loudspeakers at hotspots. When the camera scans and detects acts of encroachment on the regulated line, the loudspeaker will automatically issue a notification reminding business households immediately, helping to reduce pressure on the urban order force and create fairness in handling.

Mr. Nguyen Duc Binh - Secretary of the Party Committee, Chairman of the People's Council of Hoi An ward - said that this model is in the process of preparing to be implemented to move towards 24/24 hour supervision. Mr. Binh affirmed: "We plan to build a digital copy of Hoi An ward. Through the artificial intelligence surveillance camera system, the locality will manage streets 24/24 hours. For households violating the regulation line, the loudspeaker system will automatically send a warning signal. In case of intentional non-compliance, functional forces will base on data from the camera to come and directly handle violations.

In parallel with technology solutions, the ward is also planning 3 centralized points for nightlife business households to relocate shops from sidewalks.

Before the new policies, the majority of people and business households in Hoi An ward expressed their agreement and proactively cleaned up the ground to make the streets more open.

According to the roadmap of Da Nang City People's Committee, after the peak period of propaganda until the end of April, violation handling measures through image data will be drastically implemented to maintain urban order.
