The Department of Construction of Da Nang City has just sent a document to departments, branches, People's Committees at the commune level, investors, contractors, design consultants and construction supervisors... requesting to strengthen safety assurance in construction works in the area.
According to the Department of Construction, in the past, the unit (before the merger) and the Department of Construction of Quang Nam province have issued many guiding documents, posting documents on the Electronic Information Page to remind units to comply with regulations.
However, the projects are currently entering the construction acceleration phase in favorable weather conditions, posing a high risk of occupational accidents. Therefore, the Department recommends absolutely not to let incidents happen due to subjective causes, especially during the period of putting the 2-level local government model into operation.
The Department of Construction emphasizes the strict implementation of safety regulations according to decrees and circulars. In particular, it is necessary to ensure safety in the use of machinery and equipment such as drilling machines, pile presses, transporting lifts, tower cranes, etc.
In case during the tower crane operation, the area of the dangerous object falls outside the construction site and is on the road, it is not allowed to operate the tower shaft during crowded traffic hours (morning from 6:00 to 8:00, noon from 11:00 to 14:00, afternoon from 16:30 to 18:30).
In case it is necessary to operate within the above time frame and in other special cases, the project investor must report in writing to the relevant authorities where the project is built to know, inspect, and support the coordination of the implementation of the plan to ensure safety.
Units must have valid documents, technical records, conduct periodic inspections, stop operations when there are storms, strong winds of level 5 or higher or during rush hour if the tower crane exceeds the construction site.
In case the construction is stopped for more than 12 months, the tower axis must be dismantled or lowered and must be within the construction fence. plans for anchoring and responding to storms must also be carefully calculated to ensure absolute safety.
