The Ministry of National Defense is seeking opinions on the draft amendment of Circular 86/2016/TT-BQP on funerals of military personnel, workers, and national defense officials; people working in cryptography managed by the Ministry of National Defense.
The Circular amending and supplementing a number of articles of Circular No. 86/2016/TT-BQP dated June 20, 2016 of the Minister of National Defense stipulates and guides the organization of funerals for military personnel, workers, and national defense officials; people working in cryptography under the management of the Ministry of National Defense.
In which, the draft amends and supplements point b, clause 2, Article 20 as follows:
b) Reporting and posting sad news on page 8 of the People's Army Newspaper for officers with the rank of Colonel or holding command positions at the Division level, Provincial Military Command level and equivalent and Army officers who are subject to the provisions of point a of this clause.
Posted on the inside page for officers with the rank of Senior Colonel".
Previously, points a, b, Clause 2, Article 20 of Circular No. 86/2016/TT-BQP stipulated:
a) Reporting and publishing sad news on page 8 of Nhan Dan Newspaper: Hero of the People's Armed Forces, Hero of Labor, People's Artist, People's Teacher, People's Physician, person awarded the Ho Chi Minh Prize for Literature and Arts and Science and Technology, party members awarded the Party Badge of 30 years of Party membership or more.
b) Reporting and publishing sad news in the People's Army Newspaper: Officers at the rank of Colonel, Senior Colonel or holding command positions at the division level, Provincial Military Command level and equivalent; Army officers under Point a mentioned above".
The draft Circular also amends and supplements point b, clause 2, Article 25 as follows:
b) Reporting and posting sad news on page 8 of the People's Army Newspaper for the subjects specified in point a of this Clause. Posting on the inner page for people who died or passed away with a salary coefficient from 5.76 (Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the salary regime for cadres, civil servants, public employees and armed forces) and equivalent or higher".
According to the provisions of Circular No. 86/2016/TT-BQP, point b, clause 2, Article 25 stipulates:
b) Reporting and posting sad news on page 8 of the People's Army Newspaper for the subjects specified in point a of this Clause. Posting on the inner page for people who died or passed away with a salary coefficient from 5.76 (Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the salary regime for cadres, civil servants, public employees and armed forces) and equivalent or higher".
