Dak Lak removes bottlenecks to exploit surplus housing and land funds

Dak Lak - Provincial functional agencies are focusing on removing bottlenecks to exploit surplus public housing and land funds to increase budget revenue.

On September 14, the Department of Finance of Dak Lak province informed that the whole province has completed the handling and arrangement of 4,244 facilities under management. Of which, 856 redundant houses and land facilities have been decided to be transferred to localities for management, handling and exploitation.

Among these, 760 facilities were transferred to the People's Committees of communes and wards for management and handling; 96 facilities were assigned to the Provincial Land Fund Development Center for management and exploitation...

The progress of handling redundant houses and land has positive changes. From 765 facilities completing the handling plan on August 11, this number has now increased to 820 facilities, an increase of 55 facilities. The number of facilities that have not been handled has decreased from 93 to 36 facilities.

For 760 facilities transferred to communes and wards, many handling plans have been implemented. Specifically, 243 facilities are arranged as cultural, sports and public purpose facilities; 95 facilities are assigned and transferred to agencies, organizations, and units for headquarters; 69 facilities are handled according to land law. In addition, 297 facilities are put into operation according to Resolution No. 31/2026/NQ-CP dated June 24, 2026 of the Government.

However, the Department of Finance assessed that the progress of handling 69 establishments according to land law is still slow, with many bottlenecks. To date, no locality has fully completed the procedures for land allocation and land lease.

The main problems related to determining land use purposes, conformity with planning, legal documents, handling assets on land, procedures for land allocation, land lease and auction of land use rights...

According to the Department of Finance, the reason for slow handling is the large number of redundant houses and land, scattered in many localities; some facilities continue to arise from central sources transferred or recovered to be transferred to communes and wards. In addition, many cases still have to complete land procedures, determine asset value, rental unit prices and handling plans.

Some localities are not proactive in implementation; coordination between agencies is not timely. The staff of grassroots advisors is still limited in expertise and experience in public asset management and land finance.

Mr. Cao Dinh Huy - Director of the Department of Finance of Dak Lak province said that accelerating the handling of redundant housing and land funds aims to improve the efficiency of public asset management, limit the situation of vacancy, degradation, and waste. At the same time, the province aims to effectively exploit land resources, serve socio-economic development and create revenue for the budget.
