
Prestigious people become a bridge
Dak Lieng commune was established in June 2025 on the basis of merging three communes of Dak Lieng, Buon Tria and Buon Triet. The area has 38 villages and hamlets (22 villages, 16 hamlets) with more than 23,000 people, of which ethnic minorities account for 33.41%.
This is an area with diverse population characteristics, uneven education levels and limited access to legal information.
In reality, in many villages and hamlets, people are easily lured, incited or accidentally violate the law due to lack of knowledge.

In response to the need to ensure security and order and raise public awareness - one of the pillars of the National Target Program for the period 2021-2030 - local authorities, organizations and Dak Lieng Commune Police have innovated methods of propaganda, dissemination and education of the law, closely following the lives, customs and needs of the people.
The key solution is to promote the role of village elders, village chiefs, hamlets and prestigious people - those who understand local culture and speech and are trusted by the community. Their participation helps the PBGDPL work become closer and more practical, narrowing the gap between legal regulations and village life.
Mr. Vo Hong Tai - Head of the Department of Culture and Society of Dak Lieng commune - said: "In the propaganda sessions, prestigious people play a very important role. They are a bridge between the government and the people, making it easier for people to receive and comply with legal regulations".

In Yang la 2 village, Mr. Y Minh Ayun - a prestigious person trusted by the people - is a typical example. He and the police force and organizations propagated the law in creative forms, such as converting legal content to Yedese, telling stories, and linking it to daily life.
Thanks to that, people can access regulations on traffic safety, fire prevention and fighting or prohibited acts such as weapons and drugs... in an easy-to-understand and easy-to-remember way.
Positive changes have been clearly seen: people proactively comply with the law, villages maintain solidarity, security and order, stability, and no complicated incidents arise.
Replicating forms of propaganda
Closely following the goal of raising legal awareness for people - a fundamental factor of socio-economic development in ethnic minority areas - local authorities and Dak Lieng Commune Police have diversified forms of propaganda, targeting each specific group of subjects.
In addition to village and hamlet meetings, commune officials also visit each family, organize small propaganda groups, suitable for the living and work time of the people.
The content focuses on current issues of concern such as the Law on Cyber Security; identification of fraud via phone, social networks; warnings about online kidnapping tricks; prevention and control of child abuse; management of weapons - explosives...

The propaganda method has also been adjusted to make it easier for people to absorb: Use local languages, direct dialogue, explain through real-life situations in the village, limit confusing legal terms.
Mr. Y Minh Ayun shared: "We try to speak so that people can listen, understand and follow. The law is not far away. If I speak it in Yed, for example in my own village, people find it closer and easier to do.
Thanks to the coordination between the grassroots forces and prestigious people, people's legal awareness has improved significantly. Many people proactively reported and coordinated with the authorities when detecting unusual signs; many violations were prevented early.
These changes help maintain security and order, while creating a foundation for implementing the goals of the National Target Program for the period 20212030: Building a safe community, enhancing internal resources and improving the material and spiritual life of ethnic minorities.
