On March 25, information from the Department of Agriculture and Environment of Thanh Hoa province said that the unit had just sent a document to the People's Committee of Thanh Hoa province regarding Vinh Loc district's proposal to temporarily suspend the exploitation of sand mine No. 18 (in Vinh Hoa commune, Vinh Loc district) of Minh Chung Company Limited.

According to the Department of Agriculture and Environment of Thanh Hoa, implementing the direction of the People's Committee of Thanh Hoa province, the unit has recently coordinated with the Department of Construction, the Department of Finance, the Provincial Police, the People's Committees of Yen Dinh and Vinh Loc districts to inspect the area of sand mine No. 18 (in Vinh Hoa commune, Vinh Loc district) and the area of building the embankment of the Ma River near the sand mine No. 18.
According to the report of Vinh Loc District People's Committee, on July 17, 2024, Thanh Hoa Provincial People's Committee issued a decision on allocating the provincial budget to support the project: Handling landslides on the Ma River bank in Giang Dong and Nghia Ky villages (in Vinh Hoa commune, Vinh Loc district) with a total support of more than 62 billion VND.
By October 7, 2024, the project had been approved by the Chairman of Vinh Loc District People's Committee, with a total investment of more than 82 billion VND (of which the construction value is more than 64 billion VND) and construction was implemented from December 2024. Currently, the contractor has completed about 7.5% of the volume.
According to the People's Committee of Vinh Loc district, in recent times, on the Ma River (the border area between the sand mine No. 18 of Minh Chung Company Limited and the sand mine No. 54 of Nam Luc Company Limited), there have been illegal sand mining activities day and night. Sand mining caused the Ma River bank to continue to erode with a length of about 20m.

To ensure the safety of the embankment to prevent landslides on the Ma River bank (in Giang Dong and Nghia Ky villages, Vinh Hoa commune), the People's Committee of Vinh Loc district proposed that the People's Committee of Thanh Hoa province consider temporarily suspending exploitation in the area bordering the sand mine No. 18 and the sand mine No. 54, to assess and adjust the exploitation boundary of the mine to the outside of the riverbed and riverbank area for embankment construction. At the same time, direct Yen Dinh district to have a plan to manage the operation of sand mine No. 54 of Nam Luc Company Limited.
Based on the report of Vinh Loc District People's Committee, along with the actual inspection, the Department of Agriculture and Environment requested Thanh Hoa Provincial People's Committee to direct; request Minh Chung Company Limited and Nam Luc Company Limited to temporarily suspend mineral exploitation activities at sand mine No. 18 and sand mine No. 54.

Along with that, the People's Committees of Vinh Loc and Yen Dinh districts are assigned to supervise the process of stopping mineral exploitation of the units. At the same time, strengthen state management of minerals in the area, regularly mobilize on-site forces to patrol, especially at night.
Request the Provincial Police to direct the waterway police force to increase patrols on the river, catch criminals, and thoroughly handle the illegal mining situation in the area.
