The Ministry of Justice announced documents for the meeting to appraise the draft Decree regulating the Typical Working Regulations of the People's Committees at the provincial and commune levels. The draft Decree was drafted by the Ministry of Home Affairs.
For nearly 20 years, the Working Regulations of the People's Committees at the commune level issued together with Decision No. 77/2006/QD-TTg have made an important contribution to standardizing the management method at the grassroots level.
However, up to now, many contents have revealed limitations, no longer in line with the requirements of administrative reform, digital transformation and the two-level local government model established under the Law on Organization of Local Government 2025.
From July 1, 2025, the local government at the district level will end its historical mission, the role and responsibility of the People's Committees at the commune level will increase significantly.
The commune level becomes the level of government directly, closest to the people, responsible for organizing the implementation of most of the State's policies and laws in the area.
The Ministry of Home Affairs said that the implementation in the short time has shown that the Commune People's Committee apparatus has shifted from the mindset of "ad administrative management" to "serving government", solving work more quickly, reducing time and costs for people and businesses.
At the same time, the application of information technology and digital transformation in many localities has brought practical results: Online meetings, processing electronic records, signing on mobile devices, public online public services... have become increasingly popular.
Therefore, the promulgation of the Decree regulating the exemplary Working Regulations of the People's Committees at the commune level is an objective requirement, aiming to create a unified legal corridor, overcome the shortcomings of the old regulations, ensure that the People's Committees at the commune level operate professionally, transparently and modernly, meeting the requirements of the new development stage.
One of the notable contents in the draft Decree is the session, reception, business trip and information and reporting regimes.
The Ministry of Home Affairs proposes to regulate the meeting regime of the People's Committee of the commune: Regular meetings at least once a month, board meetings once a week; can organize surprise and thematic meetings when necessary.
The draft encourages the use of online meetings with superiors, with villages and residential groups to save time and costs.
The Office prepares the meeting content (agreement, project documents, documents) and sends them to the People's Committee members at least 2 days before the meeting.
The Chairman presides over meetings and directs issues according to assigned areas; the Vice Chairman replaces the Chairman when the Chairman is absent.
The participants are the Chairman, Vice Chairmen, and members of the People's Committee; in case the members are absent and have been permitted by the Chairman, they can authorize the deputy chairmen to change the meeting and be responsible for the content of their representative statements.
The People's Committee meeting is only held when at least 2/3 of the total number of members are present. Guests (Standing members of the People's Council at the commune level, Fatherland Front, socio-political organizations, provincial-level sectoral officials...) are invited to attend when the meeting has related content.
The regime of receiving guests, internal meetings, and reporting on the work situation of sectors and organizations are also stipulated in this chapter.
