Eliminate distance, bring administrative procedures closer to the people
On the morning of October 25, the People's Committee of Minh Chau commune (Hanoi) was busier than usual. The specialized vehicle of the Hanoi City Public Administration Service Center carrying modern equipment has been available since early, ready to receive and process documents for people. As the only island commune in the capital, traveling to solve administrative procedures, especially procedures at the department and branch levels, is always a difficult problem for the people of Minh Chau.
Ms. Phuong Thi Huong (Minh Chau commune) breathed a sigh of relief after being carefully consulted by the staff about the case of incorrect middle name in the documents.
"Previously, because the names of the documents were not the same, I went to the commune to ask and was still stuck. Today, with the city officials' direct explanation, I have understood the problem. The brothers and sisters are very enthusiastic, provide detailed instructions, helping me know that just based on the birth certificate, I can do it," Ms. Huong excitedly shared.
Ms. Hoang Hien Hanh - Head of the Department of Restructuring and One-Stop Organization, Hanoi Public Administration Service Center - said that the mobile vehicle model is aimed at those who cannot carry out procedures at the headquarters, especially people in remote areas with difficult travel such as Minh Chau commune.
"To get to the nearest public administrative center, people have to travel about 30km and take a ferry, the waiting time can be up to 30-45 minutes. With complex documents of departments and branches, traveling is both time-consuming and effort-consuming. Therefore, a mobile bus trip directly to the commune is the optimal solution to serve the people, affirming the spirit of taking the people as the center of service", Ms. Hanh emphasized.
Leverage for administrative reform and digital transformation from the grassroots
Mr. Dinh Tuan Anh - Vice Chairman of Minh Chau Commune People's Committee - said that the implementation of this model is in parallel with major programs of the commune such as free public health check-ups and a 9-day campaign to clean up land data, creating a festival to serve the people comprehensively.
"When mobile vehicles like this come to the commune, people have access to the opportunity to handle procedures faster and closer. At the same time, this is also an opportunity for our team of experts to learn, improve their skills, and directly remove existing problems, Mr. Tuan Anh shared.

Not only handling paper documents, the officers on the bus also directly instructed people to install and use VNeID electronic identification accounts, submit documents online...
Mr. Nguyen Van Nam, a resident who came to do the birth registration, said: "I was instructed by friends to do the registration right on the VNeID application, which is very convenient. This helps us get used to the technology, and later be able to perform other public services at home.
After three trips were deployed, this model has received very positive feedback. People not only solve their work but also clearly feel the change in the way state agencies serve: proactive, approachable and effective.
The trips "crossing the river" to Minh Chau island commune are truly becoming a solid bridge, bringing the government closer to the people, contributing to creating a modern and transparent public administration.
