On August 6, the Department of Construction of Gia Lai province said that the province is proposing to adjust the route direction through An Khe Pass and urgently carry out site clearance work.
The section of the expressway through An Khe Pass is dangerous (from Km22+000 - Km49+00, 27km long). Gia Lai province proposed to adjust the route, increase the length by about 1km and increase the site clearance volume by about 10ha.
However, the provincial authorities assessed that the adjustment has many advantages such as: reducing the number of tunnels (from 2 tunnels to 1 tunnel); reducing the length of bridges with special structures (552m compared to 2,148m); and the road with a smaller average slope.
In particular, adjusting the route direction will help reduce construction costs by about 1,084 billion VND. Gia Lai province hopes that the National Key Project Steering Committee and central ministries and branches will agree with this adjustment plan.
In addition, Gia Lai province has identified accelerating the progress of compensation, support, site clearance and resettlement to serve the expressway project as an important task, requiring the participation of the entire local political system.
Component project 1 (section from Km0+000 - Km22+000) reclaims more than 233 hectares of land, requiring resettlement for 335 households.
Component project 2 (section from Km22+000 - Km90+000) reclaims nearly 500 hectares of land, requiring resettlement for 26 households.
Component project 3 (section from Km90+000 - Km125+000) reclaims nearly 300 hectares of land, with 179 affected households needing resettlement.
After the merger of two-level governments, some shortcomings arose such as: some communes and wards - especially in the old Gia Lai area - still lacking professional cadres in land administration and construction. Therefore, the implementation of compensation, site clearance and resettlement faces many difficulties.
Gia Lai province proposed that the Provincial Traffic and Civil Works Project Management Board and the Provincial Land Fund Development Center arrange additional personnel to support communes and wards in site clearance.
At the same time, it is necessary to promptly complete the necessary documents and procedures to build 6 resettlement areas for people.
The Quy Nhon - Pleiku Expressway is designed with 4 lanes, a 24.75m wide roadbed, and a design speed of 100 km/h. However, when vehicles move through An Khe and Mang Yang passes, the maximum speed is only under 80 km/h.
The Quy Nhon - Pleiku expressway project is proposed in the form of public investment, with a total preliminary capital of more than 43,730 billion VND.
