The practical research program was led by Associate Professor, Dr. Lam Quoc Tuan - Director of the Party Building Institute; Dr. Nguyen Bang Viet, head of the class, was Deputy Head of the delegation and 50 students of the K75.A21 Senior Political Theory Class.
In the practical research program, on July 7, the delegation had a working session with the Department of Finance and the Department of Home Affairs of Quang Tri province to listen to reports, discuss and propose solutions on the issues of "Improving the investment and business environment, enhancing competitiveness in the new Quang Tri province; Results of administrative reform, cutting and simplifying administrative procedures, building e-Government towards digital government; Results of implementing central and local resolutions and decisions on merging administrative units and operating local governments at two levels; socio-economic development situation in the first 6 months of the year in Quang Tri province.

Speaking at the meeting, comrade Hoang Duc Thien - Deputy Director of the Department of Finance of Quang Tri province expressed his joy at welcoming the working delegation of the Ho Chi Minh National Academy of Politics to conduct a field trip to the locality; at the same time, introducing a general introduction to the new Quang Tri province, the strengths of the locality and solutions to effectively exploit the potential and advantages of the province in socio-economic development.
Comrade Hoang Duc Thien said that July 1, 2025 will mark a historic turning point when the two provinces of Quang Binh and Quang Tri officially "come home together". The event is not only meaningful in administrative aspects but also opens up a large development space, creating room to promote comprehensive and sustainable socio-economic development. With the existing advantage of geographical location, transport infrastructure, economic zones, industrial parks, airports and seaports, the new Quang Tri province is expected to become a dynamic growth pole of the North Central region and the whole country.

After the merger, the new Quang Tri province has a natural area of 12,700km2, ranked 10th out of 34 provinces/cities after the merger; population of 1,870,845 people. The province also has the largest number of border gate economic zones and coastal economic zones in the country with 5 KKT ( Hon La, Southeast Quang Tri, Cha Lo, Lao Bao, La Hay). The total number of commune-level administrative units after the reorganization is 78, down 28.7% of commune-level administrative units; GRDP scale is 113,687.549 billion VND, ranked 26/34 provinces/cities after the merger; Average income per capita is about 48.7 million VND/year.
In addition, Quang Tri province owns a coastline of more than 240 km long, connecting strategic traffic axes such as National Highway 1, Ho Chi Minh Road, the North-South Expressway and future the high-speed railway. In particular, the presence of two large seaports Hon La and My Thuy along with two airports Dong Hoi and Quang Tri (under construction) are important premises to create momentum to turn the province into a multi-modal logistics and trade center of the region. Recently, many large-scale, dynamic energy projects have been accelerated.
To make the most of the advantages, according to comrade Hoang Duc Thien, in the coming time, Quang Tri province will focus on promoting administrative reform and investment environment through strong application of information technology in administrative procedures, creating an open, transparent and most favorable investment and business environment for businesses, especially attracting FDI capital. At the same time, develop high-quality human resources by building vocational training programs associated with the actual needs of key economic sectors such as logistics, energy, high technology and tourism to provide a team of workers with expertise and skills, meeting the development requirements of the province in the new era.

Also at the meeting, comrade Nguyen Thi Kim Lan - Deputy Director of the Department of Home Affairs of Quang Tri province reported to the working delegation the results of administrative reform, cutting and simplifying administrative procedures, building e-Government towards digital government in Quang Tri province in the period of 2021-2025.
According to Comrade Lan, in recent times, administrative reform work in Quang Tri province has made progress in all 6 areas: Institutional reform, administrative procedures, organizational structure, public service regimes, public finance and building e-government, digital government. Many important targets have been completed and exceeded the set plan, creating a solid foundation for socio-economic development. However, there are still some limitations such as: The quality of human resources is not uniform, the rate of online public service use is not as expected and the province's administrative reform indicators need to have a stronger breakthrough. These will be the key tasks that Quang Tri province will focus on solving after the merger in the 2026-2030 period to successfully build a modern and efficient serving administration.

With a serious and constructive spirit, the members of the working group actively exchanged and shared opinions to clarify the advantages, shortcomings and lessons learned in the process of implementing administrative reform, improving the investment and business environment, enhancing competitiveness, operating two-level local governments in Quang Tri province and proposing many solutions to overcome shortcomings and limitations, making the most of advantages to help Quang Tri province develop more strongly in the coming time.

Speaking at the meeting, Associate Professor, Dr. Lam Quoc Tuan - Director of the Party Building Institute said that practical research is one of the important activities in the study and research plan of theoretical graduate classes, aiming to "connect theory with practice, learning goes hand in hand".
On behalf of the working group, Associate Professor, Dr. Lam Quoc Tuan respectfully thanked the leaders of the Provincial Party Committee's Organization Committee, the Department of Finance, and the Department of Home Affairs of Quang Tri for creating conditions for the working group to conduct field research in the locality and affirmed that this active support has helped the group complete its research and study tasks well, thereby encouraging and motivating members of class K75.A21 to strive to study, research, strive and perform well their assigned duties and tasks.


In addition to the practical research program in Quang Tri province, the working group visited and presented 100 gifts (and gifts) to disadvantaged people in Truong Ninh and Ninh Chau communes (Quang Tri); presented pairs and books to disadvantaged students in the area.
During the field trip, students of the K75.A21 senior political theory class also made a journey to the red addresses of Quang Tri such as offering incense, paying tribute to heroic martyrs and youth volunteers at Truong Son Cemetery; visiting and visiting the tomb of General Vo Nguyen Giap... Each image and story here moved the members of the delegation, grateful for the great sacrifice of their father before, and more clearly aware of the responsibility of each individual in performing assigned tasks, contributing to building the country to develop.
