According to the new organizational model, Vietnam Social Insurance is organized and operates at 3 levels: Central, provincial and grassroots.
To ensure compliance with regulations and practical implementation of tasks, Vietnam Social Insurance will change the regional social insurance name to provincial and centrally run city social insurance; while waiting for competent authorities to arrange and reorganize grassroots social insurance (from now until before September 30, 2025), change the name of district, town social insurance to grassroots social insurance to ensure systematicity, best serving people and businesses.
This is the content of the direction of Vietnam Social Insurance for Heads of affiliated units, Directors of Social Insurance of the region in Official Dispatch No. 1521/BHXH-TCCB on the implementation of Decision No. 2286/QD-BTC dated June 30, 2025 of the Minister of Finance amending and supplementing a number of articles of Decision No. 391/QD-BTC dated February 26, 2025 stipulating the functions, tasks, powers and organizational structure of Vietnam Social Insurance (amended and supplemented by Decision No. 1733/QD-BTC dated May 12, 2025 and Decision No. 1892/QD-BTC dated May 30, 2025 dated May 30, 2025 of the Minister of Finance).
After changing the name, the whole country has 34 provincial and municipal social insurance agencies
After implementing the renaming change of regional social insurance, the whole country has 34 provincial and centrally-run city social insurance (provincial-level social insurance). The headquarters of the provincial Social Insurance is located at the Political - Administrative Center of the provincial administrative unit.
To operate the apparatus in accordance with the new name, in Official Dispatch No. 1521/BHXH-TCCB, Vietnam Social Insurance requires the Social Insurance of areas to immediately carry out procedures to change the seal and notify the change of name to the Social Insurance of provinces and centrally run cities (provincial Social Insurance).
Proactively, best ensure the conditions for facilities, equipment, information technology, change account number certificates, chief accountants according to the legal entities to serve the unit's operations before and after renaming to ensure smooth, stable operation, without interruption in serving people and businesses.
Change the name of district, town and city social insurance to Establishment social insurance
The grassroots social insurance under the provincial social insurance agency is managed in some communes, wards, and special zones and there is no internal organizational structure. While waiting for the competent authority to arrange and reorganize grassroots social insurance (from now until before September 30, 2025), implement the change of the name of district, town, and centrally-run city social insurance (collectively referred to as district-level social insurance), the existing inter-district social insurance has become grassroots social insurance to facilitate identification, ensure systematicity and facilitate updating information data in performing tasks.
Accordingly, Vietnam Social Insurance requires provincial Social Insurance to proactively carry out procedures to change the seal and notify the change of name for the Social Insurance Agency after Vietnam Social Insurance issues an official document on the change of name according to regulations.
At the same time, propose a plan to arrange grassroots social insurance at the provincial level to ensure a harmonious structure and scope of management according to regional characteristics (rural, urban, island, mountain exemption, highlands, border areas, plains, ethnic minority areas) and criteria on natural area; population size; scale of management of participants and beneficiaries of social insurance, health insurance, unemployment insurance policies; scale of collection and expenditure of social insurance, unemployment insurance, health insurance; ensure savings, avoid waste in facilities (headquarters, existing working equipment of the previous district-level social insurance).
At the Central level, in order for the apparatus to operate from the Central to the grassroots level smoothly and continuously, without interrupting the work of serving participants and beneficiaries of the policy, Vietnam Social Insurance requires affiliated units to review and advise on the issuance of the Professional Procedure, decentralization of management; decentralization of the application of information technology associated with digital transformation to ensure the organization and operation of Vietnam Social Insurance at 3 levels (central, provincial, grassroots) according to the new organizational model.
