Permanent Vice Chairman of the City People's Committee Duong Duc Tuan has just signed and issued Plan No. 332 on resolving bottlenecks in " urban order" and building communes and wards to ensure order, discipline, and urban civilization in Hanoi.

The plan aims to focus resources and human resources, mobilize the combined strength of the entire political system in thoroughly resolving the bottleneck of " Urban order with the goal of building 100% of communes and wards to ensure order, discipline, urban civilization to create a clear change in urban appearance, change old perceptions and habits and improve the quality of life for people in the city; contribute to building Hanoi Capital to ensure urban order, light, green, clean, beautiful, civilized, and safe".

In addition, thoroughly grasp the direction of the Secretary of the City Party Committee "Do not raise difficulties - only discuss solutions"; at the same time, clearly identify the role and responsibility of each unit and each force in each specific content, task, and area; thereby, assign "clear people, clear work, clear areas", ensuring the implementation of the Plan is maintained continuously, without "stop points" or "bottlenecks".

The implementation process must comply with legal regulations, the Government's policies, and the direction of the leaders of the City Party Committee, People's Council, and People's Committee; the implementation contents, measures, and solutions must ensure comprehensiveness, synchronization, determination, creativity, and effective application of digital technology, "let it be done as it is".

The City People's Committee has set a set of criteria for ensuring order, discipline, and urban civilization, including 4 groups: urban infrastructure, urban order, urban aesthetics, and environmental sanitation.

Notable among them: sidewalks are paved with flat, clean; a complete system of road signs.

There are no "parking market" or "temporary market" locations; vehicles on the sidewalk are neatly arranged according to regulations (bikes and motorbikes are arranged in rows, unified on each route and street; ensuring the sidewalk for pedestrians...).

Vehicle parking lots (cars, motorbikes, bicycles) must be licensed, have lines, list prices and operate in accordance with the licensed area.

Vehicles stopping, parking, picking up and dropping off passengers must be arranged, arranged and gathered in appropriate areas and locations in accordance with regulations.

Signs, billboards, and signs are installed in the right size and location, ensuring urban aesthetics.

Units are required to focus on a comprehensive basic investigation of the area; organize reviews and repainting of paint lines on the streets, arrange gathering points, collect waste, beautify urban appearances such as trees, lighting systems, electric wires, fiber optic cables, etc.

At the same time, deploy propaganda and mobilization work to mobilize people to comply with regulations on ensuring urban civilization and order; voluntarily dismantle and clear violations of encroachment on roads and sidewalks; arrange vehicles on sidewalks in accordance with regulations.

Hanoi requires units to complete before December 31.

Phase 2 is a general inspection, handling, and clearing of violations. Hanoi requires units to mobilize maximum forces and means to focus on inspecting, handling, and thoroughly clearing existing violations in the city.

Hanoi requires the completion of phase 2 before January 30, 2026.

Phase 3 is to maintain, prevent and combat re-offending. Hanoi requires units to maintain patrolling, inspection, and handling of violations; at the same time, focus on organizing the implementation of measures and solutions to prevent and combat violations; ensure that violations do not continue to recur in the management area.

Hanoi requires units to maintain this work regularly and continuously.

As long-term solutions, Hanoi requires closely following the policies, plans and instructions of the City Party Committee, People's Council, and People's Committee, coordinating the synchronous implementation of measures and solutions to comprehensively overcome major bottlenecks in the city such as flooding, traffic congestion, environmental pollution, food safety, etc.
