The Ho Chi Minh City People's Committee has just issued a document directing departments, branches, sectors and People's Committees of wards and communes to promote the digitalization of records, results of handling administrative procedures, and improve the quality of service for people and businesses.
According to the City People's Committee, in recent times, Ho Chi Minh City has achieved some positive results in improving service quality. The synthesis score according to the Index for direction, operation and assessment of service quality for people and businesses reached 89.5/100 points in November 2025, an increase of 13.4 points compared to July 2025.
However, the work of digitizing records and results of handling administrative procedures still has many limitations.
From July 1 to November 19, 2025, Ho Chi Minh City received more than 2.1 million records, but only 1.27 million records were fully digitized with components and settlement results, reaching a rate of 60%.
The score of the group of index index of document digitization (group IV according to Decision 766/QD-TTg) only reached 17.6/22 points in November 2025, ranking 34/34 provinces and centrally-run cities. The improvement rate is slow, down 0.1 point compared to the previous month, showing the need for strong, synchronous and immediate solutions.
The main reasons identified include: Digitization is not associated with specific tasks of cadres and civil servants; many records do not meet prescribed standards; data reuse is ineffective; cadres have not verified digital identities when receiving documents; the data synchronization mechanism with the National Public Service Portal is not stable; human resources, skills and equipment are still limited.
The Ho Chi Minh City People's Committee aims to increase the score of the document digitalization index group to a minimum of 18/22 and the total score to 89/100 before December 31, 2025.
To achieve this goal, the City requires first of all to clearly identify responsibilities and link digitalization results with cadre assessment.
The Ho Chi Minh City Department of Home Affairs shall preside over and coordinate with units to develop regulations and digital indicators for each agency; link digital results with annual work assessments and reward and discipline mechanisms.
Heads of departments, branches, sectors and Chairmen of Ward and Commune People's Committees are responsible to the Chairman of the City People's Committee for implementation and completion before December 31, 2025.
Ho Chi Minh City also requires promoting the digitization of documents in the entire process and issuing electronic results. All administrative procedure records must be digitized immediately upon receipt, including records in person, by post and online.
The city directs to increase data exploitation and reuse. Agencies must prioritize the use of digitized data, not require people and businesses to submit their existing documents; at the same time, connect and share population data from the National Population Database to verify citizen information.
The city also requires ensuring connection and synchronization of data between systems. The Ho Chi Minh City Digital Transformation Center is responsible for developing a platform to connect administrative procedure data between ministries and branches, synchronously with the National Public Service Portal.
