Urgently determine the route of the North-South high-speed railway project

The Prime Minister requested to urgently determine the route of the North-South high-speed railway project to soon deploy compensation and resettlement support work.

On January 10, the Government Office announced that it had just issued Notice No. 17/TB-VPCP concluding the Prime Minister Pham Minh Chinh - Head of the Steering Committee at the 5th Meeting of the Steering Committee for important national projects in the railway sector.

In the announcement, the Prime Minister requested that the implementation of projects must ensure "3 yes" and "2 no", in which "3 yes": has the interests of the State, has the interests of the people, has the interests of businesses and "2 no": no corruption, negativity; not allowing loss or waste of assets, labor, and money of related subjects.

Regarding the high-speed railway project on the North-South axis, the Prime Minister requested the Ministry of Construction to urgently determine the route of the project to assign localities to soon deploy compensation and resettlement support work (sub-project 1 has been allowed by the National Assembly to be separated into an independent project), in which to study in the direction of expanding the scope beyond standards.

Regarding technology selection, the Ministry of Construction urgently proposes clearly what technology to choose and clearly states the basis, carefully assesses the factors of economic and technical management, operation management, exploitation, technology transfer...; report to the Standing Committee of the Government before January 15, 2026 for consideration and report to competent authorities.

Regarding investment forms, based on the selected technology options, the Ministry of Construction shall preside over the development of criteria and procedures for selecting investment forms (public, PPP, business) in a scientific and transparent manner, ensuring national interests, combating corruption and negativity; and report to the Steering Committee at the next session.

Regarding the proposal to propose the appointment of contractors to select consultant contractors to prepare feasibility study reports, the Prime Minister requested the Ministry of Construction to urgently decide according to its authority and procedures in accordance with regulations; in case of problems in the project's bidding work, report and propose to competent authorities for resolution in January 2026.

For the Lao Cai - Hanoi - Hai Phong railway project, regarding the progress of component project 2: the Ministry of Construction directs to complete the feasibility study report in March 2026, approve the project in July 2026, and start construction of the main items from December 2026.

Regarding loan negotiations, the Ministry of Finance presides over and coordinates with the Ministry of Foreign Affairs and the Ministry of Construction to accelerate the negotiation of the Agreement in the first quarter of 2026.

Regarding negotiating the Agreement to build a railway bridge across the Vietnam-China border, the Ministry of Construction presides over and coordinates with the Ministry of Foreign Affairs and relevant ministries to accelerate negotiations on the Agreement in the first quarter of 2026.

For the Hanoi - Lang Son and Hai Phong - Mong Cai railway lines, the Ministry of Construction coordinates with the People's Committee of Quang Ninh province and relevant agencies to carry out procedures to assign Quang Ninh province to be the investor of the Hai Phong - Ha Long - Mong Cai line according to the provisions of law.

Regarding urban railway projects, Ho Chi Minh City urgently completes procedures and starts construction of the Ben Thanh - Tham Luong line before January 19, 2026; prioritizes the railway line connecting Long Thanh International Airport and Tan Son Nhat International Airport.

The Ministry of National Defense supports the Hanoi People's Committee to recover national defense land to build Depot 02 and the access road to Depot 02 of the project in Hoa Lac commune of the Van Cao - Hoa Lac route and clear the site of Battalion D10 of the Nam Thang Long - Tran Hung Dao route.
