On the afternoon of July 22, speaking with a reporter from Lao Dong Newspaper, Mr. Nguyen Huu Luyen, Chairman of the People's Committee of Hoa Binh Ward, Phu Tho Province, said that due to the complicated developments of storm No. 3 WIPHA, the ward has directed units and functional forces to evacuate households in buildings A8 and A9 to safe places.

According to Mr. Luyen, the People's Committee of the ward has organized propaganda, mobilization, and support for households living in the two buildings to get to safety to avoid the storm.
"Up to now, 48 households have moved to the cultural house of Tan Thinh ward (old) and have been supported with food and necessary necessities.

It is known that the two buildings A8 and A9 are owned by Song Da Garment Export Joint Stock Company, currently lending to the company's workers.
The project was built in 1980. After a long time of use, the 2 buildings have a level 3 technical condition (the project is in a dangerous condition, has many defects, damage that can lead to structure destruction, not meeting the requirements for use).
