Forming an elevated road axis from National Highway 13 to Dien Bien Phu
In recent days, the congestion on National Highway 13 - Pham Van Dong to the city center has been somewhat reduced when Binh Trieu 1 Bridge was opened to traffic from November 23, after nearly three months of raising the clearance by more than 1m. This helps Binh Trieu 2 Bridge no longer have to reduce a car lane in the direction from the center.
However, this is only a temporary solution. National Highway 13 and Dinh Bo Linh Street are still "hot spots" of traffic congestion in the city every day; in the opposite direction, from the center through Xo Viet Nghe Tinh Street (Hang Xanh - Dai Liet Si section) is often overloaded.
Mr. Tran Quang Lam - Director of the Ho Chi Minh City Department of Construction - informed that to completely solve the congestion at the Northeast gateway, the city plans to build Binh Trieu 3 bridge (located between two existing bridges), at the same time expand Xo Viet Nghe Tinh and Dinh Bo Linh streets and study the implementation of an elevated road running along these two axes.
At the same time, the project to expand National Highway 13 from Binh Trieu Bridge to Vinh Binh Bridge is also being implemented with a total capital of more than 20,000 billion VND. National Highway 13 will be expanded to 60m, and a 4-lane elevated road will be built in the middle of the route.
The Ho Chi Minh City People's Committee has assigned the task of preparing a Pre-Feasibility Study Report for a series of road expansion projects in the East, such as: Expanding Nguyen Duy Trinh Street (from Giong Ong To Bridge to Xoi Dong Bridge); upgrading and expanding Le Van Viet Street (from Thu Duc intersection to La Xuan Oai intersection); Renovation and expansion of Nguyen Thi Dinh Street (from My Thuy intersection to Cat Lai ferry).

Preparing to start many large projects at the eastern gateway
The Ho Chi Minh City Traffic Construction Investment Project Management Board said that the two sections of the Eastern Ring Road 2, with a total length of nearly 6km, will start construction on December 19. Section 1 is more than 3.5km long, from Phu Huu Bridge to Vo Nguyen Giap Avenue. Section 2 is nearly 2.5km long, from Vo Nguyen Giap Avenue to Pham Van Dong Street.
The total capital is nearly 13,900 billion VND, of which the majority is for compensation and site clearance, the construction and installation part only accounts for about 19%. These two sections of Ring Road 2 are expected to be put into operation in 2027, creating an important connection between major traffic axes and the seaport system, while reducing congestion in the inner city area.
In the East, another key project is about to be implemented, which is the expansion of the Ho Chi Minh City - Long Thanh - Dau Giay expressway from An Phu intersection to Ring Road 2, more than 3km long. This is a section managed by Ho Chi Minh City, with an investment capital of VND915 billion, expanding from 4 to 8 lanes.
The project is expected to be completed in 2026, in sync with the expansion of the Ho Chi Minh City - Long Thanh expressway under construction by Vietnam Expressway Corporation (VEC). When fully operated, this expressway will become the largest route in the country with 8 lanes and two emergency lanes, contributing to reducing congestion at the eastern gateway of Ho Chi Minh City and increasing connectivity to Long Thanh airport.
In parallel with newly started projects, many important projects in the East are being accelerated by Ho Chi Minh City. On December 19, the city will open 14.7km of the elevated Ring Road 3 section (from Ho Chi Minh City - Long Thanh Expressway to Tan Van intersection) and is expected to officially open to traffic on April 30, 2026.
At An Phu intersection, the N2 bridge branch (right from the expressway to Mai Chi Tho street) will be opened to traffic before December 31, 2025; the HC1-02 underpass (connecting the expressway directly to Mai Chi Tho) will be completed before January 15, 2026. The N3, N4 bridge branches and the N1.1, N1.3 branches are expected to be exploited before June 30, 2026.
At My Thuy intersection, the right turns from Dong Van Cong to Vo Chi Cong and from Dong Van Cong to Nguyen Thi Dinh will be completed before January 31, 2026. All remaining items, including Ky Ha 4 bridge, will be completed in February 2026.
