Vice Chairman of Hanoi People's Committee Nguyen Trong Dong has just signed and issued Plan No. 249/KH-UBND dated September 11, 2025 on the implementation of Resolution No. 122/NQ-CP dated May 8, 2025 of the Government, to proactively respond to climate change, strengthen resource management and environmental protection in the city.
Accordingly, the Plan aims to invest in completing infrastructure for natural disaster prevention and control; enhancing the adaptability of natural systems, economy - society; ensuring sustainable livelihoods for people; minimizing damage caused by climate change and improving forecasting capacity.
Hanoi will focus on improving the quality of the air environment, developing renewable energy, promoting a low-carbon economy, aiming for net zero emissions by 2050.
The plan also requires effective management and exploitation of resources; raising the rate of households with access to clean water to over 85%; thoroughly treating wastewater, solid waste and controlling plastic waste.
The city strives to have 100% of industrial parks and clusters have centralized wastewater treatment systems that meet environmental technical standards by 2030; domestic wastewater is collected and treated in accordance with regulations before discharging into the environment.
To achieve the goal, the City People's Committee identified 6 key groups of tasks and solutions:
First, innovate and strengthen propaganda and education, raise awareness and sense of responsibility in complying with policies and laws on climate change and environmental protection.
Second, perfecting institutions, legal policies, improving the effectiveness of state management in the fields of climate change response, resource and environmental management.
Third, promote green transformation, develop a circular economy, and have a fair energy transition.
Fourth, update and perfect plans and strategies for prevention, proactive response to climate change, and minimization of natural disaster risks.
Fifth, improve the efficiency of management, exploitation, and economical and reasonable use of natural resources.
Sixth, prioritize resources to handle urgent environmental issues, proactively prevent and control pollution.
The City People's Committee assigned the Department of Agriculture and Environment to preside over the implementation, monitoring, and synthesis of reports; the Department of Finance to arrange funding and build a list of priority projects; the Department of Culture and Sports to promote propaganda to raise public awareness. Departments, branches, People's Committees of districts, towns, communes, wards and related units must develop specific plans according to their functions, coordinate synchronous implementation and periodically report before December 1 every year.
