Hanoi activates special mechanism to speed up urban railways

Hanoi - In order to create a breakthrough for urban transport infrastructure, the Hanoi People's Committee has assigned specific tasks and goals on the progress of urban railway lines.

The Hanoi People's Committee has just issued a plan to implement Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of specific mechanisms and policies, especially to develop the urban railway network system.

At the request of the Hanoi People's Committee, the project participants need to identify this as an important political task, focusing on time, intelligence, arranging and arranging resources in terms of personnel and materials to proactively participate with a high sense of responsibility, contributing to promoting the overall development of the capital.

The Hanoi People's Committee clearly assigns specific tasks and progress to departments, branches, district and town People's Committees, Hanoi Urban Railway Management Board and related units to proactively organize implementation with the highest sense of responsibility, ensuring the overall progress of the entire project, quality, and on target; at the same time, ensuring publicity, transparency, efficiency, and no corruption, negativity, loss, or waste.

If necessary, units can propose to develop internal documents and guiding procedures related to the authority of the City People's Committee, such as regulations on the development of railway science and technology; detailed regulations on research, application, and technology transfer.

The plan also refers to the promulgation of the contents and requirements of surveys, overall technical design (Feed design) instead of the basic design in the feasibility study report and later designed design steps. At the same time, guiding the formulation and management of construction investment costs according to Feed design; clearly defining the obligations and powers of the parties in the EPC contract (investor, contractor/general contractor EPC, supervision consultancy ...).

In addition, there will be regulations on criteria for selecting organizations and state-owned enterprises assigned tasks, or Vietnamese organizations and enterprises allowed to order and provide railway industrial services and products; research, application, technology transfer... Hanoi will develop a framework of standards and regulations for urban railway projects.

The Hanoi People's Committee also assigned relevant units to review the situation of land ownership and use along the railway corridor; compile a list of land funds with development potential according to the TOD orientation (urban development associated with public transport), as a basis for optimizing route plans, construction locations and planning of TOD areas according to approved routes.

At the same time, Hanoi will update the planning orientation of urban railway lines and TOD areas in the Capital Transport Planning Adjustment Project and other relevant plans.

The Hanoi People's Committee also requested to review and supplement the power system planning to ensure sufficient supply to serve urban railway projects, especially projects implemented according to the TOD model.

The competent authorities will organize the preparation, appraisal and approval of the route plan, construction location according to the route and planning of the TOD area in each specific stage.

Hanoi City aims to complete the underground section and put into operation the entire route of the Nhon - Hanoi Railway Station pilot urban railway line in 2027.

It is expected that in October 2025, two major projects will start construction: Urban railway line 2 (Nam Thang Long - Tran Hung Dao section) and Urban railway line 5 (Van Cao - Ngoc Khanh - Lang - Hoa Lac).

In addition, the projects: Urban railway line No. 3 (Hanoi - Yen So station section), Line No. 2 (Tran Hung Dao - Thuong Dinh section), Nam Thang Long - Noi Bai section and Line 2A extending to Xuan Mai will be implemented in the period of 2026 - 2030. The next stages from 2031 - 2035 and 2036 - 2045 will continue to be implemented according to the roadmap.
