Implementing the Government's direction on responding to storm No. 3 and the Official Dispatch of the Hanoi People's Committee, on July 21, the Hong Ha Ward People's Committee coordinated with the Fire Prevention and Rescue Police Team on the River - PC07 Department, Waterway Traffic Police Team No. 2 - PC08 Department to conduct propaganda and remind fishing boat households in the ward.
According to Captain Dinh Van Quang ( Fire Prevention and Rescue Police Team on the River - PC07 Department): "To proactively respond to storm No. 3, the unit has been on duty 24/7 and at the same time propagated to people along the river and floating rafts, requesting households to reinforce and ensure safety to avoid being swept away and overturned when storms occur".
Mr. Nguyen Van Phuc - a resident living along the Red River - said: "I have witnessed many previous storms, so I cannot help but worry about the complicated storm. I also regularly update news from newspapers and radio stations and have also taken measures such as reinforcing the house and tying ropes around the house area".
The National Center for Hydro-Meteorological Forecasting predicts that Wipha (storm No. 3) is a very strong storm, moving quickly, with a wide range and intensity of impact and is very dangerous. To proactively respond to storms and heavy rains, the risk of flash floods, landslides, and inundation, and ensure the safety of life and property, the Chairman of the Hanoi People's Committee requested directors, heads of departments, branches, and sectors of the city, and Chairmen of People's Committees of wards and communes to urgently and strictly implement the Prime Minister's telegram 112. At the same time, focus on directing, proactively inspecting, urging and organizing timely and effective implementation of response work to storm No. 3 and other types, natural disasters and incidents that may occur.
Direct the organization of a 24/7 duty to monitor the natural disaster situation and organize response implementation; regularly synthesize, fully and promptly report the natural disaster situation, incidents and prevention, response and overcoming consequences to the City People's Committee.
The Hanoi People's Committee requests the leaders of relevant units to be responsible to the Chairman of the City for natural disaster prevention and control work according to the area and field of responsibility. Chairmen of People's Committees of wards and communes must closely monitor weather developments, promptly notify people, and deploy forces to inspect residential areas along rivers, low-lying areas, and areas at risk of flooding and landslides to proactively respond.
Localities need to review each household in the dangerous area to promptly evacuate when necessary. Urgently complete the Commune-level Civil Defense Command, organize guards, and guide to ensure traffic safety at vulnerable points such as culverts, spillways, and deeply flooded areas; prepare drainage plans, protect production and smooth traffic when heavy rain occurs; review and proactively operate buffer water drainage works and plans to prevent flooding in the suburbs, ensure the safety of dykes and irrigation works.
