According to Official Dispatch No. 3590/SNV-SBN dated June 26, 2025 of the Hanoi Department of Home Affairs on implementing the direction of the Standing Committee of the City Party Committee, after consulting with the Chairman of the Hanoi People's Committee, the Department of Home Affairs has issued instructions to adjust and supplement Document No. 3695/UBND-SNV dated June 24, 2025 of the City People's Committee on the establishment of specialized agencies and public service units under the People's Committees of new communes and wards. Specifically:
Adjust the content related to the organization of public administrative receiving and service points stated in Point b, Clause 1, Clause III of Document No. 3695/UBND-SNV as follows:
The city will arrange 126 public administrative reception and service points in new communes and wards under the People's Committees at the commune level (excluding 30 administrative procedure reception points currently operating in 30 districts, towns and cities under the Hanoi Public Administration Service Center), ensuring the principle of timely guidance and settlement of administrative procedures for organizations and individuals; at the same time, arrange enough people to work at reception points in accordance with regulations. Assign a Vice Chairman of the People's Committee of a commune or ward to be in charge of the reception point, until the city issues a Project to arrange the City-level Public Administration Service Center.
To ensure the guidance and settlement of administrative procedures at departments, branches, and sectors, the city temporarily maintains the same 30 points for receiving administrative procedures of 12 branches of the Public Administration Service Center under the City Public Administration Service Center, currently located in 30 districts, towns and cities, until there is a Project to arrange the City-level Public Administration Service Center.
At the same time, keep the number of civil servants and employees working at 30 reception points of the above Branches. The People's Committees of districts, towns and cities and the People's Committees of new communes and wards will arrange civil servants, public employees and workers at reception and public administrative service points under their management from existing human resources, ensuring compliance with current regulations.
